Resolved that Members note the report.
Resolved that · Committee note the contents of the report. · The implementation of a review on the remuneration structure for co-opted members transitioning from a fixed daily and half-daily rate to a more flexible and proportionate hourly rate of payment be approved. · The review includes the determination of expectations and definitions around reasonable preparation time. · The findings of the review be taken to Full Council for approval. Further Resolved that · That the findings of the review be brought back to Democratic Services Committee prior to a recommendation being taken to Full Council.
Resolved that Democratic Services begin preparatory work on the 2027 Councillor Induction Programme with a view to presenting a draft framework to Democratic Services Committee by Q2 2026.

In response to questions, committee were advised that: · Whilst other authorities have brought in the hourly rate, there has been no published data on whether this has been a positive change. · The views and experience of the current co-opted members would be sought as part of the review. In response to questions, committee were advised: · The membership of a working group would include both officers and members. · The exact membership is likely to be fluid, depending on the area of induction being considered. Resolved that Democratic Services begin preparatory work on the 2027 Councillor Induction Programme with a view to presenting a draft framework to Democratic Services Committee by Q2 2026.
