Cllr Anna Williams-Price introduced the report. Correction identified on 1.1 of the cover report: the Wales average should state 2.7%. In response to the questions, it was noted: · Proposed saving measures are low risk for 2026/27. · Risk is the longer-term sustainability of the Authority if grant funding does not continue. · Negotiations on-going with regards to pay award for 2026/27 with impact of inflation outlined. · No significant change expected to latest settlement adjustments. · Saving proposals put forward by Neighbourhood Services confirmed to be achievable with no expected impact on frontline services. · No planned increase to bin or pitch fee charges (other than inflation on bin fees). · Sustainable Waste Management Grant still to be confirmed. Committee Members thanked officers for the report. Comments made that the outcome of the vote at Welsh Government later the same evening would be essential moving forward.
Cllr David Jones introduced the report. In response to the questions, it was noted: · No guarantee but expectation that fines would not be enforced due to on-going engagement with WRAP as a result of not achieving the 70% recycling target. · Notification is pending on grant application for an Events Vehicle and Electric Vehicles for HRCs. · Aim is to secure funding for a new transfer station that will generate additional cost savings for the authority and enhance service provision. · Variations in wood processing nationally affecting recycling rates. · Communications and advertising programme still on-going. · Participation exercise due to be completed in April. · 1100 food waste bins provided as part of door-knocking exercise. · Where needed, we work with RSLs to address hotspot areas and support individuals involved. · Logistics and finance are key factors when considering AHP and Plastic Film collections. · Collection of any additional items would require appropriate on-site management and processing capacity, which the current site is too small to accommodate. · Polystyrene compactor to be trialled. · 4 wardens and 2 recycling advisors have been appointed in addition to the 4 wardens already in post. · Plastic reduction at source and Producer Responsibility Scheme discussed. · Infrastructure recognised as biggest barrier to progress. · Electric Recycling Vehicles not reliable for collection rounds. · All options outlined in new Waste Strategy would need to be exhausted before decision on changing frequency of refuse collections. · Enforcement figures expected to increase with extra wardens. · Installation of cameras for enforcement would fall under Fly-Tipping team. Committee Members praised officers for their work and the progress to date. They were encouraged by the positive aspects outlined in the report and reassured that the challenges are clearly understood and being appropriately managed.
In response to the FWP, it was noted: · Request received for the Annual Empty Property Report to be moved to the first meeting of the next cycle. · Community Energy Opportunities discussed. · Community Safety workshop requested with new police leadership. · Regeneration updates relating to the Hoover site development.
No referrals were received.

Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Caiff datganiadau eu darllen o'r cofnodion unwaith y byddan nhw wedi'u cyhoeddi.
Yn rhestru cynghorwyr presennol y cyngor yn unig. Nid yw aelodau cyfetholedig, swyddogion a chyn-gynghorwyr yn cael eu dangos.
