Cllr David Jones presented the report. In response to the questions, it was noted: · Complex ownership situation with Miners Hall. · Contact to be made with interested parties to establish intentions with property. · No budget for surveys but CADW undertook condition survey in 2022 (Miner’s Hall). · No further notices issued on Miners Hall prior to 2016. · Committee Members disappointed that it has taken a workshop to happen for owners to be identified. · Resources and funding are limited to get the buildings back into any use. · Long-term sustainable use of the buildings is a big challenge. · All options should be explored, and delisting buildings is usually last resort. · Funding is available but engagement would be needed with any private owners. · Private owners responsible for undertaking structural surveys with some having approached the Local Authority to source funding. · Plan for Neighbourhood Programme and 4-year investment plan outlined. · Significant resources needed for Compulsory Purchase Orders (CPO) with all other options considered first. · As General Hospital is not listed there is flexibility in terms of use of building. · Discussions on-going with owner of General Hospital. · Currently engaging with owner of Theatre Royal to progress work on building and options moving forward. Works in Default may be needed. · Inspections since roof collapse is that the front of building is of no danger to public. Members were grateful for the workshop and report. All agreed that we need keep working with owners to ensure these buildings are safe, secure and are cleared up. Clear direction has been given from Members on their expectations.
Cllr Declan Sammon introduced the report. Correction was noted on page 96, Table 1: ‘Pentrebach’ should read ‘Plymouth’. In response to the questions, it was noted: · List of premises are provided via Revenues on agreement that addresses are kept confidential. · Purpose of the report was to give an overview of what the service is doing in regard to the high-risk properties. · Early indication is that Council Tax premium on empty properties is having positive impact. · Cost of demolition of property D would outweigh the value of the property/land. · Council would not be in position to cover any financial shortfall on loans. · Potential for enforced sales but interested parties would face same situation of demolition costs against value of property/land. · Additional notice to be served on property D with aim of achieving suitable outcome. · Any remedial actions on the property or enforced sale process would be undertaken by Works in Default and the Authority would look to recover costs. · No known owner of property D with notice issued to ‘Owner’. · Local Authority becomes involved if statutory nuisance is being caused. · Options such as Compulsory Purchase Orders could be a risk to the authority. · Steering Group is making good progress on empty properties. Members emphasised that although questioning may have seemed negative, they identify that good work in being undertaken. Members look forward to the full update in April.
