Minutes of the meeting on 16th September 2025 were approved as accurate.
One outstanding action was noted. All other actions are completed or will be long-term considerations.
Cllr Anna Williams-Price introduced the report. In response to the questions from committee members, officers confirmed: · Any additional budget requests will be considered in next budget round. Member requested clarity to be given on wording to ensure understanding. · Maintenance backlog currently stands at £43m and that options are being considered. Works to be completed over a 5-year priority period and need to be financed. Team capacity is also a factor. · Backlog relates to all built assets. The costs relate to operational properties and that there are very few surplus properties. · Bulk sits under Education. Leisure would sit outside of statutory assets. · Any repurposing of assets would need a corporate discussion. · Business case is being developed to try to address capacity issues. · A rolling programme for solar PV in schools has been on-going for around 6 years. · Leisure Centre has had solar panels since 2013 and this has recently been increased. · Clarity provided on the ‘total number of buildings’ and that blocks on larger sites such as schools are counted individually. · Condition Survey Programme relates to the quality of the building rather than the age of the building and that a review of school places is also taking place. However, the capital programme and land availability is tight. · Land south of the college has been included potentially as part of the wider regeneration delivery. No allocation has been given in the current LDP. · Plan could be amended to include Miners Hall and Theatre Royal as part of Merthyr Town Centre Regeneration. · Demolition of buildings (as part of project to link the train and bus station) is taking longer than anticipated and should be completed by end of 2025. · New scheme for the site will be considered in next financial year subject to funding. · Works are due to commence relating to the drainage at Cyfarthfa Castle with further works to follow. Relevant funding has been secured. · Chair confirmed that information received as Ward Member that drainage works were costing £993,000. · Separate funding received for Pont-y-Cafnau bridge. · No regeneration works on-going at Taff Bargoed but team are currently reviewing the action plan which they are looking to deliver with partners. · Not guaranteed that a new station and park and ride will be at the Hoovers site and would depend on the involvement of key stakeholders. · Georgetown plateau (Extra Care Facility) is under consideration with initial site investigations being positive. · Cabinet Member suggested that any further information is required on specific sections then the reports could be presented to the relevant scrutiny. · Councillors will be included in any consultation relating to agile working. · There is a budget for Water Data Loggers and these are installed at larger/key sites with rolling programme on-going. · Carbon emission increase is mainly due to inclusion of leisure properties. · MTLC has seen energy use reduced by 50% through various work/projects undertaken. It is recognised that Aberfan Community Centre needs more work. · The financial implications and the rationale behind carbon reduction targets was discussed. · Monies from the sale of excess energy comes to MTCBC central funds with amounts ringfenced for maintenance of solar infrastructure. · Statutory maintenance is being undertaken with only backlog maintenance being affected by capacity. · Data is collected on occupancy of assets. Committee Members thanked all officers for the interesting report and the good work which is being undertaken which has resulted in significant savings and environmental benefits.
The Chair referred to the latest version of the Forward Work Programme 2025/2026 and Members noted the following items have been added: · Healthy Organisation Strategy (February) · Social Partnership Report (April)
No referrals were received.
There has been no recent activities to feedback.

Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Caiff datganiadau eu darllen o'r cofnodion unwaith y byddan nhw wedi'u cyhoeddi.
Yn rhestru cynghorwyr presennol y cyngor yn unig. Nid yw aelodau cyfetholedig, swyddogion a chyn-gynghorwyr yn cael eu dangos.
