Resolved that: The Council’s leisure services continue to be outsourced be approved.
Councillor J Scriven presented the report. In response to questions raised, it was noted that: · Most Leisure Services across the UK make a loss, but Halo are now at the point where they have been able to increase their costs in line with other leisure services in the area. They are currently £80,000 over their projected yearly income. Councillor C Jones raised a question in relation to a Declaration of Interest and left the meeting. · We have an excellent working relationship with Halo they currently provide a monthly finance and progress report which is shared with Senior Officers and Accountancy who are happy with the figures supplied. · It has been difficult to gage the size of the market and what services we are trying to provide, but should Council decide to go down the procurement route we would be creating the service provision which would dictate what the market opportunity is. · It was a requirement of Full Council to come back at a later date with the options available, these options are outsourcing the leisure provision or bringing the service back in house and this report provides a full picture for all Councillors. · The specialist roles that would need to be created if in house management was pursued would be for example a Chief Officer, a Director, a systems manager, a facilities manager, specialist technicians etc. without referencing Corporate Communications and HR. It is difficult to compile a complete list but there would be at least four of five senior members of staff needed and being a local authority the pay grades wouldn’t be competitive. The estimated yearly cost of the positions required would be in the region of £200,000 plus. · Halo are a Charitable Trust and qualify for an 80% reduction in business rates and with the remaining 20% there is an additional 40% reduction due to Leisure and Hospitality resulting in the original rate of £112,000 now being £12,000. · If it was decided to bring Leisure Services back in house the estimated timeframe would be approximately two years, however another local authority is currently into their third year, and the process is yet to be completed. · An example of another local authority who have recently gone through this process are Torfaen CBC and they have just awarded Halo a ten-year contract to run their Leisure Services. · 2.4 million was the value we put on the previous leisure trust assets and is an old figure. 1.3 million is the current figure, but it is being assessed by Accountancy. Resolved that: The Council’s leisure services continue to be outsourced be approved.

Councillor Claire Jones rejoined the meeting. Councillor D Sammon presented the report. In response to questions, it was noted that: · There is no cost to the local authority for the lay members this year as they will be covered by the Welsh Local Government Association. · The panel performance assessment allows an external panel of peers to assess three elements within the statutory duty which are effectiveness, efficient and economic along with another area where we would like some in depth work carried out by peers and is only carried out once every electoral cycle. · Confirmation was given that once the performance assessment had been completed a report will be presented to the Governance & Audit Committee where the Council is able to respond, it then gets reported to Full Council. Councillor D Sammon thanked Andrew Mogford for the work that has been carried out in relation to the report and for the support that will be given to members during the process. Resolved that: · The delegation of authority to the Leader and Chief Executive for setting the scope, timescales, confirm the appointment of the panel and terms of reference together with progressing the panel performance assessment, be approved. · The requirements of the Panel Performance Assessment, be noted.
