The Planning officer G Davies presented the application and provided a power point presentation. Barry Davies addressed the committee on behalf of the applicant. Michelle Hardy addressed the committee on behalf of the residents of Furnace Row. Councillor Gareth Lewis addressed the committee on behalf of the Plymouth ward Councillors and residents and outlined the concerns of the residents. Specific reference was made to the visual impact and character of the area, the impact on residential amenity, the impact on the historic environment, poor accessibility and inadequate biodiversity measures. In response to the questions raised by committee members, Planning Officers advised that: · The provision of a gate will be roughly halfway along the fence near existing steps; other properties already have access via steps and access will not be impeded. · 18 letters of objection were received, and the fence height was reduced from 2m to 1.5m following consultation. There was no public meeting, the reduction came from reviewing consultation responses. · Reduce the height of the fence further would not provide adequate protection to users of the trail. Opinions may vary on what is an acceptable height, but guidance supports a height of around 1.5m. · A balance has been struck; the design was reduced in height and changed to permeable railings to minimise impact while maintaining safety. · In relation to conserving character, the cottages are not listed or in a conservation area, and the proposal is considered appropriate in style and impact. · No biodiversity and ecological survey were carried out; however, biodiversity enhancements are included. · The figure of 630,000 users applies to the whole trail not this specific location and we are not aware of any accidents occurring at the location, but the existing temporary fencing reduces the risk. · There was no fencing in this location prior to the installation of the Gabion baskets, it was previously a grassed embankment. The additional drop is estimated to be approx. 1m – 1.5m in places Resolved that: The application be deferred pending further discussions with the Engineering Department and representatives from Welsh Water.

Planning Officer G Davies introduced the report and provided a power point presentation of images and plans of the property and immediate surrounding area. Edward Makgill addressed the committee in support of his application. Councillor Darren Roberts addressed the committee and outlined the concerns of the residents. Specific reference was made to over-intensification and harm to residential amenity, parking stress and highway safety, the proximity to schools and a children’s home, along with fears of transient occupancy and community impact. In response to the questions raised by the committee members, Planning Officers advised that: · The attic room is large, and the staircase has been approved by building control. · The HMO will be managed through a local agent who will carry out regular inspections at the property. · The previous HMO application in the area was refused due to parking and amenity concerns. · In relation to the HMO licence being considered after planning approval, it was confirmed that Planning must consider the principal use of the property and Environmental Health then deal with the operational details. · The google images used in the power point presentation were taken in October 2021. · The area is already under-provided when it comes to parking, the change of use does not worsen this significantly in planning terms. · It is not standard consultation practice to consult with the Social Services Department. Resolved that: The application be refused due to unsatisfactory impact on highway safety due to existing parking congestion in the area contrary to Policy SW11 of the Merthyr Tydfil Local Development Plan.
