Resolved that: Councillor P Layton by elected as Mayor for the Municipal Year 2025/2026 The retiring mayor Councillor J Thomsas addressed the council and presented the mayors secretary with a bouquet. The Senior Solicitor presented the past Mayors Medallion to Councillor J Thomas and presented D Thomas with the past Consorts Pendant.
Resolved that; Councillor D Isaac be elected as Deputy Mayor for the Municipal Year 2025/2026. The Civic Party then exchanged Regalia and Chains of Office. The Declarations of Office were administered to the Mayor and Deputy Mayor by the Senior Solicitor. The Mayor Councillor P Layton addressed the Council.
Resolved that; 2.1 The appointment of members to Cabinet be noted. 2.2 The appointment of members to committees as contained within the report be accepted. 2.3 The membership of the Scrutiny Committees be brought back to Full Council for approval. 2.3 The granting of delegated authority to the Political Leaders to fill the vacancies on the Governance and Audit Committee and the Appeals Committee in line with the politically balanced rules in the Local Government and Housing Act 1989, and these amendments be updated on the Councils website, be approved.
Resolved that: 2.1 The Committee Cycle for the 2025/2026 municipal year be approved. 2.2 The Provisional Committee Cycle for the 2026/2027 municipal year be approved 2.3 The committee cycle dates for the Thriving Merthyr Tydfil Scrutiny be moved from a Monday to a Tuesday and that a report be brought back to Full Council with these amendments on 11 June 2025 be approved.
Resolved that; 2.1 The Representation set out in paragraph 6.0 of the report be accepted. 2.2 Delegated authority be granted to the political leaders to nominate replacement representative(s) to vacant / unfilled posts and the agreed nomination(s) be supplied to the Chief Executive be approved.
