Outline Planning Permission for construction of four new dwellings and associated works The Planning Officer C Watkins introduced the report and provided the committee with a power point presentation outlining the application. The following questions were raised by the committee and were responded to in detail by the Officers in attendance: • Is the design/character of the property a planning issue? • Do you have to have the same number of parking spaces as bedrooms? • What is the building behind the vegetation? The following comments were raised by the Committee: • There are concerns regarding traffic and parking, as there is a lack of parking in the area. Resolved that: The application be approved subject to the conditions outlined in the report.

Change of use from 6 bedroom dwelling (C3 use class) to 7 bedroom residential care home (C2 use class) to include single storey rear extension. The Planning Officer C Watkins introduced the report and provided the committee with a power point presentation outlining the application. An Objector of the application addressed the committee, noting that he was representing those objecting the application. The Objector raised concerns regarding traffic and road safety and highlighted the concern about the lack of parking spaces. The Objector noted that a site visit should take place to gain a better view of the location. The following questions from Committee Members to the Objector were raised: • If the property wasn’t a residential care home and it was occupied by a family with a large number of residents and cars, would that make any difference? The Applicant then addressed the committee, providing details of Accomplish Group and the type of care they provide. The Applicant also referred to the number of residential schemes they supply and gave information regarding the application. The Applicant then gave details regarding staffing and the support that would be provided. The following questions from Committee Members to the Applicant were raised: • Have some of the needs you provide support for been missed on the website? Why are they missing on the website? • Do we know the type of resident that would be living at the property? • Would local residents be affected should any difficult circumstances arise? • Will the staffing levels vary depending on who is placed there? • Will there be six parking spaces? The Planning Officer C Watkins then provided clarification regarding the individuals that will be living at the property and noted that Planning cannot control this and can only assess the impact and potential impact of that use. The Planning Officer C Watkins also provided clarification regarding parking. The following questions by Committee Members to Officers were raised: • Where are we with the request for a site visit? • Is the number of staff determined by Care Inspectorate Wales? Comments were made noting what needs to be considered when looking at the impact of the proposal. Resolved that: The application be approved subject to the conditions outlined in the report.
