Item 452 – This has been picked up by the Director of Neighbourhood Services and Planning who will speak with the relevant Officers and respond to the Clerk. Item 492 – Cllrs Preston, Beard and the Clerk visited Fir Tree Centre on the 8th November. Partnership working was discussed about advertising each organisation’s events, joint events, and a community bus pending the outcome of a national lottery grant application by Fir Tree Centre. Plans for the Trelewis Macmillan Coffee morning have been paused until the new year as work is taking place organising the Christmas Fayre currently. Item 495 – Lots of things arranged for the Christmas Fayre, such as Santa’s Grotto, food and craft stalls, face painting, games, refreshments and a raffle. It was suggested that proceeds from the raffle go to local charity 4Tom. The Clerk will contact Cllrs for assistance in setting up and supporting on the night. Item 504 – The defib in Stormtown was recently used, it is currently out of action pending the delivery of replacement pads. Item 506 – Discussions with St John’s Ambulance have taken place, Cllr Dawson updated that he has spoken with former members and ne of them would like to come to a meeting and discuss future plans for the branch and moving forward with setting it up again. They are looking to appoint an Officer in Charge to move forward and will then request to meet with the Community Council. A question was asked in the last meeting by Cllr Dawson if the decision notice relating to the recently approved alcohol licence in Trelewis is available to the public – the Licensing Team at MTCBC has advised that the determination notice is only sent out to persons who submitted representations, as it contains information on their appeal rights. The Clerk advised Council that there has been a low response rate with the community consultation, so suggestion boxes will be placed around the community in local shops. Cllr Brown also suggested we place a suggestion box at the Christmas Fayre and other local events.

Cllr Thomas declared an interest at this stage - if the planning application goes to MTCBC Committees/Council, he may be involved as a County Councillor. Cllr Jago joined the meeting. Planning application P/23/0238 (Convert workshop into a convenience store (A1 use) to include rear extension: Shingrig House 1 Eifal Shingrig, Trelewis, Treharris CF46 6DP) was considered. Cllr Dawson raised objections to the planning application. Other Cllrs felt that objections had not been made to them by residents, so they were not aware of the concerns. We have received an update from Transport for Wales stating that following a vehicle strike in June 2023, the side of the bridge was damaged and then collapsed, leaving an open gap where the wall used to be. This posed a risk to road users so to prevent any further damage and reduce risk associated with the gap on the structure, a traffic light system was put in place, limiting traffic to single lane only on the structure. The maintenance team are currently planning how the repair work can be undertaken, and following repairs to the structure, the traffic management system will be removed. Cllr Preston raised that one part of the temporary barrier has blown to the other side of the road this evening and felt the temporary measures in place were not adequate. Cllr Jago asked if the local authorities plan to implement the traffic management system will go ahead after Transport for Wales carry out their repairs – County Cllr Symonds advised that it is on the programme of works for completion by the end of the financial year. The Clerk will report the issue with the temporary barrier that had blown to the other side of the road.
Cllr Preston raised that the wall that runs along the ‘green path’ (safe route to school path) is bellowing out on to the green path – concerns that the wall could collapse. It has been reported to Highways by some concerned residents. The Clerk will also make a report. Cllr Preston asked if enquiries could be made as to whether a Section 77 Order is applicable in this case as the wall is privately owned.
We have contacted several local minibus companies but availability for pickups is restricted due to the companies having school contracts and the times conflicting with school pick-ups. One quote has been received for £110 per week. The Clerk has approached the Welfare Committee to ask if they would consider alternative times and then we can re-check availability of minibuses and cost. Once a decision has been made, we will bring this back to the December meeting for approval.
Cllr Dawson attended the One Voice Wales Area Committee meeting and provided a report update to Council. The report is included in the meeting papers. Cllr Preston raised Taf Road, MTCBC advised that they would clear the road in October, it is filling with water and debris and taking up part of the road going out of the village. The Clerk will make enquiries.
