Resolved that: A workshop be held with members of the Democratic Services Committee to consider the proposed framework in detail ahead of a response being sent to the WLGA which was required by the end of October 2023.

Discussions were held around the structure of the member development framework and how relevant it would be for the authority’s elected members. The Head of Democratic Services reminded committee that the authority’s Member Role Descriptions, which had been compared against the role descriptions supported by the WLGA, had been shared with them in March 2023 for comment. The Head of Democratic Services outlined the current Member Development Plan. Members questioned how the Plan had been created and suggested that it would benefit from more elected member input to steer future development. Resolved that: A working group be established with all committee members to look at the future of the Member Development Plan.
The Head of Democratic Services advised committee of changes to the structure of the Democratic Services Department, and the appointment of an Apprentice to the team.

The Chair advised that this item had been included on the agenda as a means of discussing future opportunities for elected members to be involved in the WLGA Leadership Programme. It was recognised that the opportunity to attend the Leadership Programme should not be dependent on political grouping, but that there was need to introduce a system of criteria that would prioritise members with senior role responsibilities. Resolved that: The Chair and Portfolio Member for Governance and Resources would meet to finalise the prioritisation criteria.
The Chair advised that there was no other business deemed urgent.
