No apologies for absence were received as all Members were present.
The Monitoring Officer referred to Item 5 – Trades Union Facility Time Agreement and advised that she had been contacted by a number of Members regarding a Declaration of Interest on this item. The Monitoring Officer advised that if a significant majority of Members all shared the same interest as a member of a Trade Union there was no need for them to be precluded from voting and how many people this would involve as this was a general interest. This was apart from any specific issues that some Members may have to raise. The best way to deal with this matter was if any Member was a member of a Trade Union or when they last worked could they raise their hand to get a flavour of numbers. Members then raised their hands and the Monitoring Officer advised that she saw this as a significant majority and therefore it was a shared interest. If the interest was simple in that a Member was a member of a Trade Union then the Member would not need to declare an interest. Questions and clarification were then sought on this from Members and the Monitoring Officer advised that if it was a shared interest of a significant number of Members then there was a significant majority. The Monitoring Officer also gave advice on Membership of Political parties and gave guidance on Prejudicial Interest and Personal interest. Councillor M Symonds Declared her Interest in Item 5 – Trades Union Facility Time Agreement as she was a paying member of a Trade Union and would leave the Meeting when this item was being considered. Councillor L Mytton Declared her Interest in Item 3 – Presentation – The Cyfarthfa Foundation, Item 10 – Cyfarthfa Heritage Area – Asset Transfer Report and Item 11 – Cyfarthfa Castle Redevelopment as she sits on the Cyfarthfa Foundation but has Dispensation to Speak and Vote. Councillor G Thomas Declared his Interest in Item 3 – Presentation – The Cyfarthfa Foundation, Item 10 – Cyfarthfa Heritage Area – Asset Transfer Report and Item 11 – Cyfarthfa Castle Redevelopment as he sits on the Cyfarthfa Foundation but has Dispensation to Speak and Vote. Councillor D Hughes Declared his Interest in Item 12 – Blessed Carlo Acutis New Build 3-16 Catholic School as he is a School Governor but has Dispensation.
The Mayor welcomed Geraint Talfan Davies, Rowland Davies, Anna Baker and Geoff Hunt from the Cyfarthfa Foundation to the Meeting. Geraint Talfan Davies gave an overview to the Council of The Cyfarthfa Foundation and referred to Asset Transfer and the need to move more quickly and the need to address the critical issue of the length of the Lease that the Cyfarthfa Foundation were seeking. Anna Baker then outlined to the Committee what had been delivered to date and the key achievements. Rowland Davies then referred to funding with the length of the Lease being critical and gave details to the Council on this matter. Geraint Talfan Davies than advised that a 250 year lease was not put forward lightly and that the proposal was well grounded and would not put the Council at a disadvantage. Mr G T Davies also referred to the enormous depth of experience on the Board and gave details of Board Members and their achievements. The Council were also advised of a scheduled Meeting with Welsh Government to be held soon to discuss the way forward and the difficult funding climate. A longer lease would not make a material difference to the Council but could make a material difference to the foundation as they tried to raise funds from more possible sources, public and commercial to make this wonderful project happen. Momentum had to be maintained and that the Foundation had delivered on everything that had been promised and to trust the Boards judgement in this matter. The Leader and the Leader of the Opposition then thanked the Board Members for attending and for the Presentation. The Mayor also thanked the Board for attending.
