Resolved that: (a) The appointment of the Joint Overview and Statutory Committee (JOSC) as the Joint Overview and Scrutiny Committee for the Corporate Joint Committee (CJC) be approved (b) The Draft Terms of Reference for its functions in respect of the CJC as attached at Appendix 2 be approved (c) The cost of administering the JOSC for the CJC being dealt with by a Service Level Agreement between Rhondda Cynon Taf County Borough Council (RCTCBC) and the CJC to be concluded in due course be noted.

The Mayor welcomed Mr Dan Price Regional Director of Llais to the Meeting. Mr Price then made the following Presentation to the Council: · Llais – Your Voice in Health and Social Care · Who we are – New Independent Statutory Body set up by Welsh Government · Board Members – Chief Executive, Chair, Deputy Chair, Six Non Executive Board Members · Our People / Our Staff · Regional Structure · Volunteers · Three core areas of activity – Engage and gather peoples views, Work with decision makers at a Local, Regional and National Level through making representations, Provide Health and Social Services Complaints Advocacy · What we would like you to do – Raise awareness, Work with us to develop our ways of working, Help us to understand the Key Priorities · Contact details for Llais Questions were then raised by the Members on the Presentation and were responded to in detail by Mr Price. A request was also made that the Presentation be circulated to all Members. The Mayor then thanked Mr Price for attending and the Presentation and update to the Council

Questions from a member of the public The Mayor read out the following question that had been received from a member of the public: "Has the WAO Report on the Review of Whistleblowing Arrangements relating to Safeguarding at Merthyr Council ever been considered and discussed at any official Council Meeting. If it has, please provide details of the meeting/s concerned. If not, why not, and when will the original report be presented to the Full Council for consideration and discussion". Councillor J Jenkins Cabinet Member for Social Services then gave the following response to the question: “Reports were considered at Standards Committee (November 2019) Governance and Audit Committee (November 2020) and Social Services Scrutiny (February 2021) in respect of Whistleblowing arrangements. A report was also received by Cabinet in July 2021 outlining progress against the audit report recommendations. All recommendations have been actioned and addressed. In response to this further question the Director of Social Services has written an Information Report, which is included in today’s papers. This report outlines the work that has been completed in the past few years in respect of whistleblowing and safeguarding and the responses to audits and inspections. I respectfully refer Members to that report in response to the question asked.” Councillor J Jenkins also advised that at the Wales Audit Office report issued August 2019 – ‘Review of Whistleblowing Arrangements Relating to Safeguarding – Merthyr Tydfil County Borough Council’ had also been circulated to all Councillors.

Councillor A Barry led the Members through the ‘Communications, Consultation and Engagement – Capacity Request’ report and moved the recommendation detailed at Paragraph 2.1 of the report and was seconded by Councillor G Thomas. Questions were then raised by Members on the report and were responded to in detail by the Officers. Councillor C T Jones then moved an amendment to the recommendation that the report be deferred to the appropriate time to receive further information in relation to Overtime Payments, Role and Responsibilities, Further information on the Business Case and to be discussed when the Budget process has started with other Departments and this amendment was seconded by Councillor D Roberts. Advice was then given by the Monitoring Officer on the amendment. Further comments were then made by Members on the amendment. A Vote was then taken on the amendment and the amendment fell. Further questions and comments were then made in relation to the Motion. A Vote was then taken on the Motion and it was Resolved that: The request for growth be approved.
Councillor M Symonds led the Members through the ’Revision to the Common Housing Allocations Policy for Community Housing Allocations’ report. Arising on Paragraph 5.3 of the report, February 2023 should read March 2023. Questions were then raised by Members on the report and were responded to in detail by the Officers. Resolved subject to the foregoing that: The Common Housing Allocations Policy be approved.
