Zoe Thomas, Strategic Regeneration Manager, for Merthyr Tydfil County Borough Council (MTCBC) was in attendance. Zoe provided an update on the setup of the previous Regeneration Partnership which continued up until 2020. A consultant has reviewed the original action plan for the Taf Bargoed area to ensure that it was fit for purpose, and funding has been secured to create a post that is going to work within the Bedlinog and Trelewis and Treharris wards. An appointment should be made within the next month. This new Officer will re-establish the partnership, but this time it will be a more strategic partnership that will meet on a quarterly basis, and then a wider forum which will be held on a six-monthly basis. The membership will be changed from what it previously was. The Council is in the process of creating the membership of the partnership at the moment and a terms of reference is being developed. They would like to have a representative from the Community Council on the partnership. Cllr Preston asked where the meetings would be held – ZT confirmed that they would all be held in the lower valley possibly alternating between Bedlinog, Trelewis and Treharris. Cllr Dawson asked around the wider plans and aims – ZT explained said that it would be a high-level partnership looking at a multitude of things, and the partnership would continue to be grown in terms of any investors coming into the area, the private sector etc. and the partnership will be driving the agenda. ZT advised that the new Officer will need to be fully emersed in the community and would be able to come along to the Community Council meetings and provide updates and work with us going forward.

The Police were not in attendance. Crime and ASB figures were provided for period 01-06-2023 to 17/07/2023. The Clerk advised that the anti-social behaviour behind Hylton Terrace was reported to the Merthyr Tydfil Community Safety Partnership in May, but no acknowledgement or update has been received from the partnership. The Clerk will seek an update. A discussion took place about the on-going Police non-attendance at meetings. The new Neighbourhood Police Officer has been in place for a number of months but has not communicated with the Community Council or responded to any emails to date. Councillors appreciate how busy the Police are but there is no communication whatsoever and they seem to have an established attendance at Treharris PACT meetings.

Cllr Preston advised that there is temporary blue fencing on Taf Road, after club row bridge, where an accident took place. The fencing is still there, and repairs have not been made. This will be reported. Cllr Preston asked if we can obtain an update on the path from the Community Centre to the recreation ground.
Cllr Dawson asked if a Ward County Cllr report had been shared – a report has not been received since May. Cllr Thomas stated a Full Council meeting took place last week and that the budget for FY23/24 has been reviewed again as part of tranche 3. An accountancy exercise has taken place on revising budget heads on suspected outcomes for the coming year. Also approved at Full Council was a Participation Strategy, to improve public participation in decision making. A Communications Strategy, to improve communication between the Council and the public. There is also a big push for more scrutiny, the purpose being to monitor performance of the executive, review services and promote public engagement in the democratic process. Cllr Dawson asked if a staff reorganisation was still taking place and Cllr Thomas advised for FY23/24 it is complete.
An Urdd Event will be held at Bedlinog Community Centre on Friday 28th July for aged 3–6-year-olds. The event is organised by Urdd Gobaith Cymru. We have received correspondence from MTCBC Estates Department that a further complaint has been made to them regarding the gabion baskets installed at the rear of 56 Hylton Terrace. The Clerk proposed a meeting to be held with the Estates Officer to discuss this. The Clerk will arrange the meeting. All Community Councillors received an email regarding an accident on the top field in Parc Nant Llwynog – the Clerk has advised that the field is the responsibility of MTCBC, and any complaint/claim must be submitted to the County Council.
