Resolved that: Councillor M Colbran be elected as Mayor for the Municipal Year 2023/2024. The retiring Mayor Councillor D Sammon then addressed the Council. The Senior Solicitor then presented the past Mayor’s Medallion to Councillor D Sammon. The Senior Solicitor also presented the Mayor’s Consort, Councillor P Layton with the past Consort’s Pendant.
Resolved that: Councillor J Thomas be elected as Deputy Mayor for the Municipal Year 2023/2024. The Civic Party then exchanged Regalia and Chains of Office. The Declarations of Acceptance of Office were administered to the Mayor and the Deputy Mayor by the Senior Solicitor. The Mayor Councillor M Colbran then addressed the Council. A bouquet was then presented to the Outgoing Consort, Councillor Paula Layton.
Resolved that: (a) The appointment of Members to Cabinet be noted (b) The appointment of Members to Committees as contained within the report be accepted (c) The quorum for the Corporate Support and Resources Scrutiny Committee to be at least half of the Councillor Membership of the Committee eligible to be present be approved (d) The amendment of the Constitution to effect the change to the quorum be approved (e) The granting of Delegated Authority to the Political Leaders to amend membership of Committees in line with the politically balanced rules in the Local Government and Housing Act 1989 and these amendments be updated on the Councils Website be approved.
Resolved that: (a) The Committee Cycle for the 2023/2024 Municipal Year be approved (b) The Provisional Committee Cycle for the 2024/2025 Municipal Year be approved.
Resolved that: (a) The Representation set out in Paragraph 6.0 of the report be accepted (b) Delegated authority be granted to the Political Leaders to nominate replacement representative(s) to any vacant / unfilled post and the agreed nomination(s) be supplied to the Chief Executive be approved.

Councillor A Barry proposed Councillor John Thomas as Deputy Mayor for the Municipal Year 2023/2024 and was seconded by Councillor J Jenkins. Councillor C T Jones then moved an amendment and proposed that Councillor L Minett Vokes be Deputy Mayor for the Municipal Year 2023/2024 and was seconded by Councillor B Carter. A vote was then taken on the amendment that Councillor L Minett Vokes be appointed as Deputy Mayor for the Municipal Year 2023/2024. The vote was tied at 15 For and 15 Against. The Mayor then gave a Casting vote against the amendment and therefore the amended Motion fell. A vote was then taken on the Motion that Councillor J Thomas be appointed Deputy Mayor for the Municipal Year 2023/2024. The vote was tied at 15 For and 15 Against. The Mayor then gave a Casting Vote for the Motion and therefore the Motion was carried. Resolved that: Councillor J Thomas be elected as Deputy Mayor for the Municipal Year 2023/2024.
