RESOLVED: That the minutes of the meeting held on 14th January, 2026 be approved as a correct record and signed by the Chair.
RESOLVED: (a) That the Forward Work Programme be noted; (b) That the Facilitator, in consultation with the Chair of the Committee, be authorised to vary the Forward Work Programme between meetings, as the need arises; and (c) That the Committee notes the progress made in completing the outstanding actions.

The Overview & Scrutiny Facilitator presented a report (agenda item 5) to consider the current Forward Work Programme (FWP) and Action Tracking progress. The Chief Officer (Housing & Communities) and Strategic Finance Manager introduced the report (agenda item 6) which provided an update on the final budget proposals for 2026/27 for the Housing & Communities Portfolio. It was suggested that the comments of the Committee around the timing of options on budget reductions being presented to Members be feedback to Cabinet. RESOLVED: That the Committee reviewed and commented on the portfolio’s option to reduce budgets.

The Chief Officer (Communities & Housing) and Housing & Prevention Service Manager jointly presented the report (agenda item 7) which provided the Committee with an annual update on the Common Housing Register. In response to questions from Councillor Dale Selvester, the Housing & Prevention Service Manager agreed to provide contact details of who to contact if Members had concerns for a person who was homeless with the Committee following the meeting. She also agreed to provide information on how many applications had been suspended and the reasons for the suspensions with the Committee following the meeting. RESOLVED: (a) That the Committee acknowledge the current levels of housing needs across the County and the growing pressures regarding social housing which was not in line with the supply of available homes locally; and (b) That the Committee acknowledge the review of the SARTH Partnership and Common Allocations Policy currently being undertaken by Neil Morland & Co.

The Housing & Prevention Service Manager provided an update report (agenda item 8) regarding the Homelessness statistics across the County, including out of County placements. The Committee supported the suggestion that training on homelessness be arranged, in person, for all Members. RESOLVED: That the update be noted.
