RESOLVED: That the minutes be approved as a true and correct record.
Councillor Paul Cunningham declared a prejudicial interest in agenda item 6.3 (FUL/000403/25) as Cornist Park Primary School was located in his Ward.
The Chair referred to the Late Observations which had been circulated prior to the meeting and were appended to the agenda item on the Council’s website. The Service Manager (Development) would read out any late observations during the presentation of each planning application.

The minutes (agenda item no.4) of the meeting held on 24 September 2025 were presented for approval. RESOLVED: That the minutes be approved as a true and correct record.
None of the items were recommended for deferral.
That decisions be recorded as shown on the Planning Application schedule attached as an appendix.
That planning permission be granted, in accordance with the Officer’s recommendation, subject to the conditions as set out in the report and the late observations and with delegated authority to the Chief Officer (Place and Growth) to enter into a Section 106 legal agreement (as a stand-alone agreement) should it be subsequently required by virtue of the approved Habitats Management Plan (condition 24); and That Condition 22 be amended to include “in consultation with the relevant Ward Members and the relevant Town or Community Council”.
