RESOLVED: (a) That the minutes of the meeting held on 30 September 2024 be approved as a correct record; and (b) That the minutes of 13 January 2025 be approved, subject to the amendments on minute numbers 54 and 62.

RESOLVED: (a) That the minutes of the meeting held on 30 September 2024 be approved as a correct record; and (b) That the minutes of 13 January 2025 be approved, subject to the amendments on minute numbers 54 and 62.
The minutes of the meeting held on 30 September 2024 had been deferred from the previous meeting to confirm the accuracy of reference to private discussions. Having reviewed the recording, the Democratic Services Manager advised that adjournments during the meeting had been to seek advice from legal representatives and he therefore considered that the minutes were an accurate record. On that basis, the minutes were approved. The minutes of the meeting held on 13 January 2025 were considered. It was agreed that a misspelling of the Chief Officer’s title under minute 54 would be corrected. During discussion later in the meeting, it was also agreed that the resolution of minute 62 would be amended to reflect the Committee’s satisfaction that necessary communications with Town/Community Councils regarding the complaint had been actioned. Matters Arising On minute 55, it was clarified that whilst some of the actions had completed, the Legal Services Manager was awaiting responses on some of the resolutions prior to the Indemnity Policy being considered at the next meeting in April. RESOLVED: (a) That the minutes of the meeting held on 30 September 2024 be approved as a correct record; and (b) That the minutes of 13 January 2025 be approved, subject to the amendments on minute numbers 54 and 62.
The Chair advised that there were no urgent matters to consider.

RESOLVED: That subject to the above amendments, the Forward Work Programme be noted.
The current Forward Work Programme was considered and the following changes were agreed: • Review of Flintshire Standard in April to focus on process. • Rolling Review of Protocol on Member/Officer relations in June to include standards of expected behaviour. • Ethical Liaison Meeting to be scheduled, with feedback to be reported to the next available Standards Committee. RESOLVED: That subject to the above amendments, the Forward Work Programme be noted.
The Chair shared feedback from the meeting of the Forum held on 27 January 2025 including discussion points from a presentation delivered by Pam Lucas, Local Government Policy Division, Public Services and Welsh Language Group of Welsh Government.
That the press and public be excluded from the meeting as the following item was considered to be exempt by virtue of paragraph 16 of Part 4 of Schedule 12A of the Local Government Act 1972 (as amended).
