RESOLVED: That the minutes of the meeting held on 11 June be approved as a correct record and signed by the Chair.
RESOLVED: (a) That the Forward Work Programme be noted; (b) That the Facilitator, in consultation with the Chair of the Committee, be authorised to vary the Forward Work Programme between meetings, as the need arises; and (c) That the Committee notes the progress made in completing the outstanding actions.
RESOLVED: That the Committee support the changes to the current heating charges for the two schemes with communal heating, as outlined in the report, with all changes to take effect from 1st September 2025.

RESOLVED: (a) That the Committee support the levels of progress and confidence in the achievement of priorities as detailed within the Council Plan 2023/28 for delivery within 2024/25; (b) That the Committee support overall performance against Council Plan 2024/25 performance indicators/measures; and (c) That the Committee is assured by explanations given for those areas of underperformance.

The Overview & Scrutiny Facilitator presented a report (agenda item 4) to consider the current Forward Work Programme (FWP) and Action Tracking progress. The Service Manager – Housing & Assets introduced the Annual report (agenda item number 5) which was to consider the proposed heating charges in the remaining council properties with communal heating systems for 2025.26 prior to Cabinet approval. In response to comments made by Members of the Committee around the costs to tenants following the installation of meters, it was agreed that a further report would be presented in due course to show what the exact costs following the installation of the metres was in comparison with the predicted costs The recommendation and comments made by the Committee would be feedback to Cabinet. RESOLVED: That the Committee support the changes to the current heating charges for the two schemes with communal heating, as outlined in the report, with all changes to take effect from 1st September 2025.

The Strategic Housing & Delivery Programme Manager, introduced the report (agenda item number 6) to consider the draft Housing Strategy 2025-2030 in readiness for formal consultation with the public and the Council’s partners. In response to a question from Councillor Geoff Collett, the Strategic Housing & Delivery Programme Manager agreed to provide information on the percentage of Disabled Facilities Grant (DFG) adaptations carried out at Council housing, private housing and private rented housing following the meeting. The recommendation and comments made by the Committee would be feedback to Cabinet. RESOLVED: That the Committee support the draft Housing Strategy 2025 - 2030 prior to formal consultation.

The Business Manager, introduced the report (agenda item number 8) to review and monitor the Council’s performance including actions and measures, as set out in the Council Plan (2023-28) at year end for 2024/25. Councillor Sean Bibby referred to the customer satisfaction data for the housing register service and asked whether the target was setting the portfolio up to fail as he felt that satisfaction would only be achieved when a person had been notified that they would be provided with a suitable property. It was agreed that Councillor Bibby’s comments would be feedback to the Performance Team.
