Resolved: subject to the above observations, to receive the report and acknowledge the activities undertaken by the Public Services Board between April and September 2025 to progress the delivery of the objectives set out in its Well-being Plan 2023 - 2028.
The Chair of the Public Services Board (PSB) introduced the report (previously circulated) which updated the Committee on the activities undertaken by the PSB with the aim of progressing the delivery of its Well-being Plan, since the publication of its Annual Report for 2024/25. During his introduction he referred to some of the areas of work which the PSB had focussed on, including: · the Community Narratives Project which the PSB had sponsored in Bruton Park, Rhyl and in Pensarn. This work had proved to be an extremely valuable intelligence gathering exercise for all involved. It had also given both communities a voice and an opportunity to emphasise what was important to them and their hopes and aspirations for the future. · its Risk Register, in particular the inclusion of an additional risk on the Board’s capacity to update its Well-being Assessment by May 2027. · encouraging all PSB partners to sign-up to the Healthy Travel Charter. · providing input into regional plans to develop a Climate Change Risk Assessment and the governance arrangements associated with taking this work forward. · Hosting a sub-group meeting on Diversity, Equality, and Inclusion (DEI) to explore opportunities for the PSB to strengthen its involvement and add value to DEI work; and · progressing work in relation to agri-food security systems, exploring the benefits of producing and procuring nutritious food as locally as possible to supply schools and other outlets, with the objective of supporting the local economy and mitigating climate change risks. Conwy County Borough Council’s (CCBC) Strategy, Performance and Engagement Manager advised that the production of the six-monthly progress report for submission to the JOSC was a valuable exercise, as it demonstrated to both the PSB and the JOSC how much had been achieved within a fairly short period of time with limited resources. Responding to members’ questions the Chair of the PSB and the Strategy, Performance and Engagement Manager advised: · that the PSB had received an update recently from the Public Health Team representative from Betsi Cadwaladr University Health Board (BCUHB), one of the invited partners on the PSB, on the Healthy Travel Charter. It had been confirmed that PSB partners were attending regular Task and Finish Group meetings co-ordinated by BCUHB, and had either signed up to the Charter or were working towards this. · that ‘Active Travel’ related more specifically to encouraging cycling and walking as the most natural way of commuting on a daily basis. It was a response to the Active Travel Act 2013. · A meeting of the Welsh Government’s North Wales Cabinet Sub-Committee had been held the previous day at which the Chief Executive of the North Wales Corporate Joint Committee (CJC) – Ambition North Wales had given a presentation on its Regional Transport Plan, which included matters relating to active travel initiatives. Whilst the PSB was not featured as part of that Plan the PSB was of the view that all PSBs should have a role to play in devising and developing both regional and national plans of strategic importance. · that there had been no issues of late with regards to quorum at PSB meetings or around the PSB’s capacity to undertake its work. The PSB maintains a pattern of formal and informal meetings one after another throughout the year. Its formal meeting in May was cancelled after all planned business was considered early in April. · The North Wales Counties Regional Emergency Planning Service (NWC-REPS) had recently published a regional risk assessment with a view to raising public and community awareness of risks. County councillors as well as city, town, and community councils (CTCCs) had an important role to play in sharing messages around risks to their communities and residents. At the conclusion of the discussion the Committee: Resolved: subject to the above observations, to receive the report and acknowledge the activities undertaken by the Public Services Board between April and September 2025 to progress the delivery of the objectives set out in its Well-being Plan 2023 - 2028.

Denbighshire’s Scrutiny Coordinator drew the Committee’s attention to its draft forward work programme (previously circulated). She advised that as representatives from both Conwy and Denbighshire’s Voluntary Services Councils had been unable to attend the present meeting to discuss their contribution to the PSB in their role as invited participants on the Board and the benefits to their organisations of participating in the PSB’s activities, they had already agreed to attend the Committee’s next meeting on 13 March 2026. Members were reminded that the JOSC’s powers to scrutinise partner organisations were confined to their role on the PSB and their contribution to the work and objectives of the PSB, they did not extend to other aspects of those organisations’ service delivery responsibilities. In response to a question raised on whether the Conwy and Denbighshire Youth Justice Service (YJS) had any direct involvement with the PSB, it was confirmed that they were neither statutory partners or invited participants on the Board. However, an informal joint scrutiny meeting of Conwy’s Social Care and Health Overview and Scrutiny Committee and Denbighshire’s Partnerships Scrutiny Committee had been held during the spring of 2025 to examine the YJS’ progress in delivering its Improvement Plan. All involved were of the view that this had been a useful exercise and as a result a further informal joint meeting of both committees was scheduled for March 2026 to monitor the YJS’ progress. JOSC members discussed potential areas for future examination and: Resolved: that the following items be scheduled into the Committee’s forward work programme – (i) for its next meeting on 13 March 2026: (a) an early draft of the Public Services Board Annual Report 2025/26 for the Committee’s observations; (b) a progress report on the Healthy Travel Charter; and (c) Conwy Voluntary Services Council (CVSC) and Denbighshire Voluntary Service Council (DVSC) to be invited to discuss their contribution to the work of the Public Services Board and the benefits to them of being an invited participant on the Board. Prior to drawing the meeting to a close the Chair extended his congratulations to Councillor Julie Fallon on her election as the new Leader of Conwy County Borough Council.
