The minutes of the Standing Advisory Council for Religious Education (SACRE) meeting held on 14 February 2025 (previously circulated) were submitted. Matters Arising – the committee discussed membership and that the committee were still seeking teacher representation. However, the matter was difficult as the constitution was outdated. It was suggested that there be an action plan created to support schools through SACRE, however, to achieve this the constitution would need to be updated and more robust and fit for purpose. It was suggested the matter be discussed at a future meeting and then for the matter to be progressed through the correct democratic process. RESOLVED that the minutes of the SACRE meeting held on 14 February 2025 be received and approved as a correct record.

Jennie Downes presented the Translating the Untranslatable presentation, which was based on her research for her master’s degree and discussed how the translation of the Bible was entrenched in local history in Wales and Denbighshire. The background for the work aimed to scope the information and understanding of the word Cynefin and to analyse the word, and through exploration of how, through the lens of Cynefin, significant light can be shed on spiritual development in the Humanities Area, with particular focus on learning within Religion, Values and Ethics. It was also raised to understand the Welsh Language Act of 1993. It was crucial to understand the curriculum of Wales, which included the Well-being of Future Generations Act, Curriculum and Assessment Act (Wales) 2021 and the Government consultation document Priorities for Culture (2024-2030), and how Cynefin was essential to all these. Through the research, Jennie Downes sought to understand Cynefin's meaning further. By engaging with the term, learners could be supported to respond to the spiritual element of their learning in Religion, Values, and Ethics. Cynefin was the scope of research – • Connection between the Welsh language, learning and Christian faith in Wales • Welsh Bible as a context for learning • Spiritual development within Curriculum for Wales • Pedagogy within RVE The area's landscape was integral to the story of publishing the Welsh Bible—the 1588 Bible. Although it was close to the area, it also permeated across Wales and further into England. The impact of the 1847 education reforms (The Trechary or the Blue Books). Translating Cynefin into curriculum practice – there was deep research across all the elements. The methodology, which was taken, and the six dimensions were • Cultural and Historical Exploration • Religion, Values and Ethics • Language Development and Linguistic Awareness • Critical Thinking and Literacy • Interdisciplinary Learning • Connecting Past and Present Through the presentation, similarities between other parts of the world and spirituality and RVE, examples of this were between the Welsh and the Māori, with such phrases as – ‘Cenedl heb iaith, cenedl heb galon’, which translates to a nation without a language is a nation without a heart in Maori a similar phrase in Tūrangawaewae – ‘Ko taku reo taku ohooho, ko taku reo taku mapihi mauria’ translates to my language is my awakening, my language is the window to my soul. The presentation concluded that a ‘safe’ learning environment is necessary to explore challenging RVE concepts, and spiritual progress is recognised and given value. Using the subject of the Welsh Bible and the translations as an authentic context for learning. Developing a culture of recognising and valuing emerging practice in RVE. Further research on narrative and Cynefin. The chair thanked Jennie for the in-depth information presentation and for sharing her time with the committee. Then, the chair opened the committee for further questions or comments relating to the topic. The RVE Adviser queried the Welsh Bible and asked how far back the translation went. The committee was informed that William Morgan’s translation was not the first translation into Welsh. The Bible was translated during the Reformation and done in hiding. Manuscripts were also translated, which were hidden. There was also a direct translation from Greek and Hebrew, but the committee also looked at other translations, such as those in European languages. The committee agreed that the dialogue needed to carry on. It was a challenge to implement this work to create it for schools to integrate into education. Jennie is working with the bible society, and they’re working on a piece of work directed towards education. There was no plan to publish materials suitable for schools at this time, but it was felt that it the story's impact and importance and the spiritual effect of the reason for people doing what they did would support children’s sense and understanding of cynefin. It would be great to have a map to show the milestones with the story and the places of impact. There was mention of having the discussion point as training for Denbighshire. It would be great for the local authority, but could also be used throughout Wales. Phil can work closely with Denbighshire’s education department on the matter. RESOLVED: The presentation was noted, and the task was to possibly integrate the work.

RESOLVED that the presentation be noted, that the LA be advised according to the suggestions raised by the committee, and that a working group be formed to discuss the development plan.
The RVE Adviser informed the committee that Conwy’s SACRE has done similar work for numerous years; they had created a management plan to highlight the work that needed to be carried out in supporting RVE. Members were informed that the plan was ambitious, learning from what Conwy has carried out and their aims, and it was asked what Denbighshire could do with their SACRE meeting. The Welsh bible presentation highlighted what could be done to support schools. • Annual questionnaire (AGORED existed but could be more robust with additional work) • Annual or termly newsletter • Teacher Networks: A group could be formed to work closely with the Welsh Bible translation, and momentum could be created to expand to other areas. • RVE surgeries – these could be carried out in person or online, and the RVE officer would work closely with the local authority on the matter. • Collaboration with the Welsh National Centre for RE (Bangor) – mentoring programmes were ongoing. They’re very knowledge-based, and that’s what they’re passionate about. The expertise of SACRE would be to translate the academic work, which could be accessible to school children from which they could learn. The work they do is incredible. Following the introduction, the RVE advisor asked if the committee members had any questions or suggestions for the committee. • Jennie Downes – sits on the board. Next week, Gwynedd schools are coming to the National Centre of Religious Education for Wales (primary school). It was good to cultivate a relationship with the centre, which could strengthen work in the future. • Colette Owen—picking up on points, the role of SACRE is advisory. I don’t think schools see this as an advisory role. People can be intimidated by questionnaires. We need to ensure that schools know that SACRE is to support them, not scrutinise. Having a support network would be a great resource for schools and education. We need to ensure that people know the support that was offered was the best possible. • Councillor Ellie Chard, there is no county–wide resource with RVE. The RVE advisor pointed out some fantastic groups, both internal and external, in the first instance; however, safety nets were needed to ensure the proper information was shared. • Targets were suggested for SACRE. Could form a smaller group to work on the aims of what DCC’s SACRE could achieve. A meeting of 4 or 5 members to create a school development plan. RESOLVED that the presentation be noted, that the LA be advised according to the suggestions raised by the committee, and that a working group be formed to discuss the development plan.

RESOLVED that the WASACRE update be noted.
The RVE advisor gave members a brief update on matters relating to WASACRE. The rough notes of the RVE film (Cynefin) have gone into Dysg, the national education newsletter and as a result, it is getting more exhaustive coverage. The next WASACRE meeting will be on the 2nd of July (online). The skill suite will be coming online in 2027. The RVE advisor will be looking at the matter in September. Qualification Wales did talk about how the short course could be comparable to the skill suite. The teacher's voice project was mentioned and it has been promoted across the Local Authority. RESOLVED that the WASACRE update be noted.
