The Cabinet Member for Environment, Roads and Facilities – Infrastructure presented the recommendations from the Economy and Place Overview and Scrutiny Committee held on 31 January 2024 in relation to a petition that was presented to the Committee with regard to a public consultation for which roads should be exempt from the 20 mph limit. The Cabinet Member advised that the Welsh Government was undertaking a review of the guidance for road exemptions, which was expected to be submitted to the Welsh Government in the autumn 2024. Once that report had been published, Cabinet could consider a report relating to a public consultation, including the costs. Since the public had been advised to contact the Council with any concerns relating to speed limits on roads there had been over 200 emails and officers were considering each request. The Lead Petitioner, Councillor Louise Emery, understood that the review being undertaken by the WG would have to conclude before the Cabinet considered any report regarding a consultation. Councillor Emery added that the consultation could be undertaken online via social media without any requirement for any ‘in person’ events. The Cabinet Member stated that he would present a report in due course and would work with the Lead Petitioner to ascertain the most cost effective solution for any potential consultation.
The Leader advised that the call-in had been withdrawn, therefore it would not be discussed.
The Leader was pleased to announce that the Under-18 Women's Six Nations Festival would be held in Parc Eirias, Colwyn Bay in April.

The Finance and Resources Overview and Scrutiny Committee considered the report on 19 February 2024 and supported the report, but requested that the Council Tax be shown as a combined figure of 9.67%. In relation to this request the Leader considered that the figures should be shown separately to highlight the fact that 8.9% was to fund Council services and 0.77% to fund the North Wales Fire and Rescue Service levy.
