The Corporate Performance and Improvement Manager presented the Draft Annual Governance Statement (AGS) 2022-2023 and accompanying Local Code and Governance Framework for consultation. The following was discussed: • Concern in relation to the number of Partnership Boards which Officers and Members were required to attend. • The Standards Committee had not been involved in the draft AGS. • Concern in relation to the statement ‘that current levels of service provision cannot be sustained with such resource difficulties and without negatively impacting staff wellbeing’ and that this should be included within the Corporate Risk Register. • Concern that sufficient financial reports had not been provided to the Governance and Audit Committee over the last 12 months. • A review of the Terms of Reference for the Finance and Resources Overview and Scrutiny Committee and the Governance and Audit committee was suggested in order to avoid duplication due to changes introduced as part of the Local Government and Elections (Wales) Act 2021. • In respect of the third line of defence, it was suggested that an addendum be included which made reference to procedural errors in not reporting some information to the Governance and Audit Committee in a timely manner. • It was confirmed that an evaluation of community engagement was reflected within the Council’s self-assessment. • It was suggested that further work was required in respect of sustainable development and climate change. • In respect of corporate issues, it was confirmed that the AGS listed the highest priority issues that had been identified and were being managed by the Council. • Progress on improvement actions would be provided as part of the Annual Report and Self-Assessment. RESOLVED: a) That the actual 2022/2023 Prudential Indicators be noted. b) That the report on Treasury Management activities for 2022/2023 be noted.
The Head of Finance, together with the Principal Accountant presented a report on the Treasury Management Outturn and Actual Prudential Indicators for 2022-2023. Members were informed that business case templates were being reviewed in order to provide greater clarity of the Revenue impact of Capital decisions, particularly in relation to Minimum Revenue Provision charges and interest rates and that the intention was to seek approval of the Capital Programme earlier than in previous years, ahead of setting the revenue budget. The following was discussed: • It was confirmed that the Capital Financing Requirement (CFR) was increasing, as the Capital Spend was higher than the Minimum Revenue Provision (MRP). • Due to rises in interest rates, it was not anticipated that the Council would commit to additional long-term borrowing over the next 12 months. • The impact of borrowing costs on the revenue position would be outlined in a report to the Finance and Resources Overview and Scrutiny Committee in September 2023. • It would be challenging to spend Shared Prosperity Fund monies by the deadline of December 2024. The Levelling Up fund spend deadline of 2026 could also prove difficult in respect of large infrastructure projects. • In respect of managing market volatility, a Treasury Management Strategy was in place and quarterly meetings took place with Treasury Advisors, Arlingclose. • The Head of Finance would provide Members with an update on English Council’s that had issued a Section 114 notice due to being unable to produce a balanced budget. The Head of Finance reiterated that there were no similarities between the Treasury Management activity undertaken at these Councils and decisions taken at Conwy County Borough Council, where the strategy was generally straight forward and low risk. • Most of the Council’s investments and borrowing were at a fixed rate, however new borrowing and investments would be impacted by increasing interest rates. RESOLVED: a) That the actual 2022/2023 Prudential Indicators be noted. b) That the report on Treasury Management activities for 2022/2023 be noted.
