Further to minute 747(a) (14.02.2024) the application was deferred in order to consider amended plans and further Conwy County Borough Council (CCBC) Highway Officer and Ecologist comments and re-consultation comments. Mr Rhys Davies (Agent) spoke in favour of the application and Councillor Sharon Doleman spoke as Local Ward Member for Llansanffraid Glan Conwy and made reference to the following: • Llansanffraid / Glan Conwy was a strong vibrant, Welsh community, which had already seen a number of luxury/executive homes developed, some of which remained unsold. • Currently there was a development of 107 homes under construction, of which 30% had been allocated for affordable housing. • The village required affordable homes for local people and families. • The proposed site layout was considered inadequate and the development would impact on the well-being and privacy of neighbours and add further pressure to the infrastructure of the village. • The proposed allocation of affordable homes on site. • Concern was also expressed regarding vehicles accessing the site. An addendum to the report was presented, highlighting the following: • Receipt of additional information regarding existing and proposed land levels and to address the issues raised by the Highways Officer. Additional consultation was being undertaken regarding the information, which was due to expire on 22 March 2024. Officers sought delegated authority to consider any representations received. • Amended plans. • A consultee response from CCBC Housing Strategy in relation to current housing need. • Response from Llansanffraid Community Council. · The receipt of no further comments from Gwynedd Archaeological Planning Service or Natural Resource Wales (NRW). · CCBC Highways Authority response in relation to revised highway layout drawings, the revised landscaping proposals and bin storage area. · The receipt of two additional public representations. · Material considerations update in relation to visual amenity, landscape impact, residential amenity, nature conservation, highways and waste management. · The Principal Planning Officer verbally updated the Committee on CCBC’s Ecologist and Waste Manager observations. Members supported the proposal, but highlighted the need to address the comments of the Waste Manager in relation to access and turning facilities for refuse vehicles and as a consequence, it was RESOLVED A) That the Planning Committee be minded to grant conditional planning permission, subject to: 1) Consideration, by officers, of any representations that may be received during the consultation period. 2) The completion of a Section 106 Planning Agreement to secure the provision of two affordable houses on plots 2 and 3. Further to minute 747(b) (14.02.2024), the application was deferred for the following reasons: i) Further consultation with Dŵr Cymru Welsh Water in respect of the position of the sewer. ii) Consideration of the storm-proofing of the kiosks. iii) Further consideration of the representation in respect of arrangements for deliveries to the kiosks. Further to a site inspection, Mr Peter Lloyd (Agent) spoke in favour of the application. An addendum to the report was presented, highlighting the following correction to the Committee report: • Paragraph 3 - corrected as follows: “The site lies within the grounds of the hall and is considered to form part of the curtilage”. • Paragraph 21 - corrected as follows: “The yurt lies within the grounds of the hall and is considered to form part of the historic curtilage of the hall. However, Officers consider that the proposal has minimal impact on the setting of the Bodafon Hall listed building, because there is a clear boundary between the yurt and the hall, which comprises a mixture of trees and shrubs, together with a stone wall and timber fence. Additional landscaping along the boundary wall/fence would provide further screening and mitigate the impact of the development on the setting of the listed building”.
