The Cabinet Member for a Sustainable Economy introduced a report on the proposed closure of Town Regeneration Programmes and merger of their work into the appropriate Local Area Forum (LAF). The Corporate Modernisation Manager highlighted key points and presented options from within the report for consideration, with Option 2 (close the current Town Regeneration Programmes and merge them into the LAFs) being the preferred option. In scrutinising the report, Members discussed the following: · The benefits the Town Regeneration Boards had brought to local areas was acknowledged, together with focused and valued contribution from stakeholders. · The benefits of the LAFs, particularly for those areas which did not have a Regeneration Board. · Reviewing and streamlining programmes in order to avoid duplication of work and making sure all Members had the opportunity to get involved. · The need for a strategic regeneration vision and appropriate resources; it was suggested that a business case be developed as part of the business setting process for 2025/2026. · Some concern was raised that, currently the LAFs did not have the same membership or terms of reference as the programmes, which may have a negative impact on any regeneration proposals. In response, the Corporate Modernisation Manager stated that such concerns could be mitigated by reinvigorating the LAFs and reviewing their membership and terms of reference accordingly; in addition, the LAFs could be reviewed in 12 months to ascertain the effectiveness of merging the Regeneration Boards. An amendment was proposed and seconded that, the closure of the Town Regeneration Programmes and merger into the appropriate LAFs be agreed in principle, subject to a review of the structure, the development of a framework for the Local Area Forums and further consideration in terms of new terms of reference and membership. Following a vote, it was RECOMMENDATION TO CABINET: (a) That Cabinet approve, in principle, the closure of the Town Regeneration Programmes and their merger into the appropriate Local Area Forum. (b) That officers be requested to review the structure, develop a framework for the Local Area Forums and consider new terms of reference and membership.
