Members were advised of the following: · All reports relating to the revised Local Development Plan (LDP) process had been scheduled and included within the FWP. · It was likely that a special meeting would be required in April/May 2024 to consider the deposit LDP, prior to approval by Council. · The annual Carbon Performance Management report had been brought forward to the meeting on 20 December 2023. · An additional item had been included on the FWP for 31 January 2024, which related to a review of the Library and Information Strategy and the Welsh Public Library Standards report for 2020/2021 to include options for changes to service provision in 2024/2025, subject to public consultation. • In respect of the revised Proposed Dog Control Public Space Protection Order (PSPO) 2023, Members were informed that discussion was taking place with officers to determine when the PSPO would be presented back to democracy. The Police and Crime Commissioner (PCC), Andy Dunbobbin, presented an overview of the North Wales Police and Crime Plan, priorities and achievements. Reference was also made to the independent review into the standards of behaviour and internal culture of the Metropolitan Police Service conducted by Baroness Casey. The PCC assured Members that he was determined to do all he could to regain the public’s trust and confidence in policing and that he would continue to work with the Chief Constable to ensure that officers and staff upheld the highest standards. In scrutinising the report, the following was noted. • Members wholeheartedly supported road safety initiatives, however, the Chair expressed concern regarding driving whilst using a mobile phone and the need for the judiciary to be stricter with such offences. • The PCC’s approach to education and awareness was praised. In addition, the first all Wales Anti-Racist Summit, which took place in May, was reportedly well received. • The Vice-Chair questioned the North Wales approach to implementing the All Wales Anti-Racist Plan and guidance. The PCC advised that there was a real appetite amongst colleagues to drive forward the Plan and embed it within policing. The PCC was happy to forward further information on the approach to Members. • The success of the Rural Crime Team was acknowledged, together with their work engaging with rural communities and stakeholders. The roll-out of the ‘We Don’t Buy Crime’ campaign had been very much welcomed and embraced by rural communities, however, a Member of the Committee stated that there still remained some farms, who had yet to receive the household packs, such as warning signage and SmartWater technology to protect and mark high value farming equipment. The PCC acknowledged some farms had yet to be reached, however, the Rural Crime Team did also visit marts and rural shows to engage with rural communities and raise awareness of the campaign. In addition, Members were informed that academic research had identified trends whereby there had been a significant reduction in crime where the ‘We Don’t Buy Crime’ household pack and registration had been distributed. • Conwy was expanding its CCTV service and in doing so, it was hoped the service would create opportunities for both businesses and farms. It was further suggested that when conducting a review of the effectiveness and efficiency of the CCTV service, consultation with magistrates would be beneficial. In response, the PCC echoed the benefits of CCTV and welcomed an opportunity to collaborate further in terms of CCTV service delivery. • As a direct result of the Colwyn Bay Safer Streets Project and the installation of a further 6 CCTV cameras, the number of residential complaints in the area had decreased. Thanks was extended to the PCC for an informative update. Congratulations were also extended to Councillor Emily Owen (Cabinet Member for Housing and Regulatory and Deputy Leader) on the birth of her son. The PCC welcomed the opportunity to present to Members and was happy to visit Town and Community Councils across the County to identify and discuss any problems or concerns.

RESOLVED: That the Community Safety Partnership activity, performance for 2022 – 2023 and the planned work ahead be noted.
The Community Safety Manager (Conwy and Denbighshire) provided an update on the Joint Community Safety Partnership activity and performance for 2022 – 2023 and the North Wales Police Chief Inspector, Jeff Moses, provided detail in relation to policing matters. In scrutinising the report, Members made reference to the following: • The financial climate and its impact on crime - Members were informed that shop lifting had doubled in the last 12 months and North Wales Police (NWP) were very aware of the impact, particularly on smaller retailers. • The recurring issue, in some areas of the County, concerning abandoned vehicles on the highway. In order to assist Members with such matters, the Community Safety Manager agreed to forward guidance and advice to all Members. • Clarity was sought in terms of the procedure for rehousing convicted paedophiles in communities - Members were encouraged to liaise direct with officers in relation to this matter. • Youth re-offending and anti-social behaviour had increased in some areas, therefore, a review in 6 months of the data would be welcomed via the Members’ Brief. • A Member of the Committee questioned, if violence and sexual offence crime data overlapped and was it a fair representation of the types of crime committed in the community - Members were assured that the data received from North Wales Police (NWP) in respect of violence and sexual offence crimes were recorded separately and accurately. However, the Third Sector Service, who also contributed greatly to issues concerning violence and/or sexual abuse, were often lacking in resources to effectively collate such data and share accordingly. The NWP Chief Inspector further advised that, it was difficult to interpret the ‘true picture’ as often such offences were sadly under reported, irrespective of the conviction rate success. • In respect of offence recording, the NWP Chief Inspector advised Members that the offence recording location was where the event/crime took place. • The importance of youth diversionary activities to assist in combating anti-social behaviour and boredom was highlighted. In response, Members were informed that both the Youth Service and Youth Justice Service played an active role in seeking funds and offering activities. Thanks were extended to the Community Safety Manager (Conwy and Denbighshire) and team, together with North Wales Police for all their hard work. RESOLVED: That the Community Safety Partnership activity, performance for 2022 – 2023 and the planned work ahead be noted.
