RESOLVED: That the School Effectiveness and Improvement Service for North Wales (GwE) Annual Report be noted.
Note: Claire Rowlands, Carys Jones and Arwyn Thomas (School Effectiveness and Improvement Service for North Wales (GwE)) were in attendance for this item. Officers from the School Effectiveness and Improvement Service for North Wales (GwE) presented their annual report which provided a detailed overview of GwE's work with Conwy schools with a particular focus on the following four areas: • Improving leadership • Improving teaching • Supporting leaders and teachers to implement Curriculum for Wales. • Impact of supporting leaders and teaching on learners' progress and standards Members discuscussed the following: • Thanks were extended to GwE for the detailed report and to school staff for their hard work and dedication. • In response to a suggestion that reports should be more data led, it was advised that categorising schools could create boundaries and may impede cluster working. It was noted that the Welsh Government (WG) had not yet approved a national accountability framework, • There was correlation between GwE and Estyn reporting. • It was advised that the Program for International Student Assessment (PISA) was not seen as a priority in Wales. A clear, national strategy was requiired in order to improve results. • Concern was raised in respect of the lack of support for pupils with additional learning needs. • It was confirmed that TEEP and OLEVI were third party training models which had been used as a basis to develop teaching and learning. • It was confirmed that whilst takeup of the headteacher development programmes was good, there was a reluctance to apply for such roles due to current pressures facing schools and Local Authorities. • Following the implementation of a new financial system, monthly financial monitoring reports would resume from the end of January 2024. • A lot of progress had been made within Conwy’s Education Service over the last 10 years and improvement plans were in place for those schools who required additional support. • Conwy County Borough Council had one of the best Estyn profiles in Wales. • In response to concerns raised in respect of issues such as non-attendance and Welsh language teaching in some schools, it was confirmed that each school had their own recommendations and completed self evaluations. All schools were supported by the Local Authority. • GwE was a shared service for North Wales and met with Local Authority managers on a monthly basis. • Currently, 0.5% of the Local Authority Education budget was spent on GwE, which respresented good value for money. However, due to budget cuts the percentage was likely to reduce to approximately 0.45%. • The Conwy County Borough Council Estyn Report would be published on 18 January, 2024. RESOLVED: That the School Effectiveness and Improvement Service for North Wales (GwE) Annual Report be noted.
The Cabinet Member for Education introduced the report seeking a final determination on the amalgamation of Ysgol Babanod Mochdre and Ysgol Cystennin, including details of the transitional protection for amalgamated schools that remain on split sites. The Strategic Manager – Education Property and Site Management highlighted key points from within the report. In scrutinising the report, Members discussed the following: • The Head of Education Services advised that the Local Authority was working closely with Ysgol Babanod Mochdre following their recent Estyn Inspection. There was no indication from the community that the proposed amalgamation should be paused. • One response had been received to the most recent consultation with no response received from Local Members or the Governing Body. Conwy County Borough Council had followed national guidance and it was felt that consulting again would be a waste of time and money. • In response to concerns raised, the Local Member confirmed that school numbers in Mochdre had been stable for a number of years and that the schools had an excellent Parent Teacher Association as well as a newly established Board of Governors. • The admission number for the amalgamated school would be discussed by the working group. RECOMMENDED TO CABINET: a) That the amalgamation of Ysgol Babanod Mochdre and Ysgol Cystennin be approved. b) That the revised 2 tier Transitional Funding model for amalgamated schools that remain on split sites be approved.
