Councillor Kay Redhead declared a personal interest in Agenda Item 7 (i) - An update on the Home to School Transport efficiency savings review, as she has 3 children who used statutory free school transport, as they lived 3 miles or further from their nearest suitable school. As it was only the non-statutory/discretionary element of home to school transport that was being reviewed, Councillor Redhead was able to remain in the meeting, and speak and vote on the matter.

The Scrutiny and Committee Services Officer presented Members with the individual forward work programme (FWP) for the Education and Skills Overview and Scrutiny Committee together with the combined FWP. The following changes were reported: · A review of Local Authority processes and procedures to support schools when facing financial challenges had been scheduled for 7 November 2023. · The report on the review of the additional learning needs provision had been deferred. Members were also advised that five representatives from the Youth Council were observing the meeting, as there was a vacancy on the Overview and Scrutiny Committee for a representative. In accordance with the Council resolution, it was likely they would attend on a rota basis, starting in September 2023. The Strategic Manager (Property and Site Management), together with the Cabinet Member for Education, presented Members with a report on proposals to consult on some discretionary elements of the Home to School Transport Policy. In scrutinising the report, the following was noted: • Further reports would be presented to democracy following the consultation process, which would outline the various options and costs; it was likely to include removal of some discretionary elements of home to school transport. • Any decisions in relation to the review would not take effect until 2025. • The home to school transport budget was in the region of £6.5m, half of which related to discretionary provision. • It was felt that the consultation should be undertaken on all the discretionary provision, as outlined in Section 3 of the Home to School Transport Policy, not just the five areas identified within the report. • Communication/messaging around the entitlement and dependency on home to school transport. • Sharing costs with neighbouring Authorities for those pupils who went out of county for their education. • Promotion of active travel, car-pooling and the net zero agenda in schools. • Approximately 3500 learners used school transport and the data was constantly monitored to look at eligibility, routes, methods of transport, etc. • The importance of undertaking a robust equality impact assessment to understand the impact of changes to service provision on the protected characteristics. • The importance of hearing the child’s voice during the consultation process. • The introduction of a financial contribution element for home to school transport was suggested, which could be means tested. • Amending the terminology under Section 5 of the Home to School Transport Policy, which referred to Looked after Children – this needed to be amended to Children Looked After. • The criteria for hazardous routes was set out in Welsh Government guidance. • Eligibility for denominational schools. RECOMMENDED TO CABINET: (a) That the Home to School Transport Policy be reviewed and that approval be given for consultation to be undertaken on all elements of non-statutory/discretionary home to school transport. (b) That following consultation, the revised Home to School Transport Policy be submitted to democracy for adoption.
