RESOLVED: That the Corporate Safeguarding Board Annual Report and the work undertaken in respect of Corporate Safeguarding during the reporting period 2022-2023 be noted.
The Chief Executive introduced the Corporate Safeguarding Board Annual Report for 2022/2023 and the Leader of the Council, together with the Cabinet Member for Children, Families and Safeguarding praised the commitment of the authority to ensure safeguarding was everybody’s responsibility. The Service Manager Safeguarding provided Members with a comprehensive update and summarised the work completed and outlined safeguarding activity, achievements and priorities within the reporting period. In scrutinising the report Members made reference to the following: · In response to concerns relating to the increase in fees of the Telecare provision, the Head of Service – Integrated Adult and Community Services advised that a process to review those who were considered vulnerable and/or facing financial difficulties was in place. · Concern was expressed regarding the limited day care provision to assist unpaid carers at home. In response, Members were advised that Conwy used one private provider and offered respite provision at Llys Elian. In addition, a significant care and support team was in place and worked hard to commission services in the third sector. · In relation to dementia support, Conwy was part of the North Wales Dementia Pathway, which offered networks for pre and post diagnosis, respite for those with dementia and support for their carers. · The Conwy Housing Solutions Partnership Manager advised on the statutory legislation and provision in relation to homelessness winter provision and safeguards. Reference was also made to the StreetLink app, out of hours’ services, Severe Weather Emergency Protocol (SWEP), safe spaces provision and national initiatives/on-going developments. · All new licensed taxi drivers received safeguarding and child sexual exploitation training, which was praised as being good practice. · Reference was made to the different levels of safeguarding training, which was enhanced for particular roles. Any concerns relating to the School Governor training should be raised with the Head of Education. · Those officers without digital access were encouraged by their managers to undertake safeguarding training where possible. · The completion rate for cyber essential training had improved (approximately 70% achievement rate in 12 months). Thanks was extended to the Service Manager and her team for their invaluable work and commitment to safeguarding. RESOLVED: That the Corporate Safeguarding Board Annual Report and the work undertaken in respect of Corporate Safeguarding during the reporting period 2022-2023 be noted.
