RESOLVED: That a Joint Overview and Scrutiny Committee made up of constituent Councils be the preferred model for scrutiny of the North Wales Corporate Joint Committee.
The Cabinet Member for Democracy and Governance introduced a report on the North Wales Corporate Joint Committee (CJC) - Scrutiny Arrangements and the Head of Law and Governance highlighted key points from within the report. A steer was required from Members as to the preferred scrutiny model for the North Wales CJC. In considering the model, the following comments were made: • The consensus was that a joint overview and scrutiny committee would be the preferred model, however, it was suggested that the membership should be between 18 and 36 Members, in order that constituent Councils were appropriately represented. • Concern was expressed that smaller political groups would not be represented due to the political balance arrangements. • It was felt that Conwy County Borough Council’s (CCBC) model of pre-scrutiny should be considered. • It was suggested that the political balance model utilised by the North Wales Police and Crime Panel be considered; political balance was achieved on a North Wales basis, rather than a local basis. • The Chief Executive advised that scrutiny was vital for the CJC’s success. Engagement with Local Authorities was important as items discussed would directly impact them. • In response to concerns that CCBC would not have fair representation, the Head of Law and Governance advised that each Local Authority would submit members based on their own political balance. • Costs associated with the CJC would mainly be in relation to officer time and capacity. No additional funding would be provided. • The Leader advised that meeting papers for the North Wales Economic Ambition Board and the CJC were currently published on the Gwynedd County Council website and were available for viewing other than exempt items. • It was noted that agendas and minutes would be published in the normal manner for the joint overview and scrutiny committee. • It was suggested that an additional layer of Government in addition to Central Government and Welsh Government was unnecessary and would result in additional costs. • Whilst only a steer was sought at this stage on the preferred model, it was ultimately a Council decision to establish a joint overview and scrutiny committee. RESOLVED: That a Joint Overview and Scrutiny Committee made up of constituent Councils be the preferred model for scrutiny of the North Wales Corporate Joint Committee.
