The Scrutiny and Committee Services Officer presented Members with the individual Forward Work Programme (FWP) for the Finance and Resources Overview and Scrutiny Committee, together with the combined FWP. The following changes were highlighted: · Two additional reports relating to the Local Government Budget 2024/2025 and the Standby Payments Policy would be considered at the Finance and Resources Overview and Scrutiny Committee on 4 December 2023. · The Welsh Promotion Strategy report had been deferred from December 2023 until May 2024, as the Council had been successful in an application to take part in the Leading in a Bilingual Country project and elements of that project would be incorporated into the Strategy. A Member who requested an update on the Recycling Vehicles contract would be contacted by the Cabinet Member for Environment, Roads and Facilities – Neighbourhood and the Environment to discuss further. RESOLVED: That the Forward Plan for the Finance and Resources Overview and Scrutiny Committee be approved.
The Leader introduced the Revenue Budget 2023/2024 - Quarter Two Monitoring Report and the Strategic Director – Finance and Resources highlighted key points from within the report. In scrutinising the report, Members discussed the following: • It was confirmed that at the end of each financial year, services could request to retain any underspend for a specific purpose. The reserves totals included any such earmarked reserves. • It was confirmed that earmarked reserves would be reviewed and a decision made on whether they were retained by the service or transferred to general balances. • The Strategic Director - Finance and Resources advised that a virement of £309k (included within appendix 1 of the report) was an accounting correction, as an item in the setting of the 2023/2024 budget had been allocated against the wrong line. There was no impact on the forecast outturn position, as the overspend forecast had been based on the correct budget. • Heads of Service were aware of the need to manage and reduce spending and met regularly with accountants in order to discuss areas of concern. • The need to fill vacant posts was considered on a case by case basis and proposed service restructures were considered by the Strategic Leadership Team. • The Welsh Government was reviewing hypothecated grants to seek to reduce the administrative burden associated with the grants processes. It was unclear, as yet, which grants were being considered and whether any would be transferred into the settlement in 2024/2025. • Further to minute 253, when it was agreed that the Leader would provide details of the pause on spend and impact on Services, it was confirmed that this had not yet been progressed and that the Leader would hold discussions with the Chief Executive and Senior Leadership Team to ascertain the details required. • The impact of storm Babet and failed flood defences and the need to ensure that new developments did not contribute to or cause flooding. • In response to a query in relation to assessments following storms, it was confirmed that a bi-annual overview of county wide coastal and fluvial flood risk reduction schemes would be presented to the Economy and Place Overview and Scrutiny Committee on 23 November, 2023. • It was confirmed that an underspend within the Economic Development Section was as a result of vacant posts. An increase in the budgets within the Communications and Marketing Section was due to the re-alignment of budgets from the opening position. • Resurfacing works would continue as planned. • Whilst a new financial system had recently been introduced, the implementation of the budget forecasting module was in the next phase of development. • Whilst a proposal was made to amend the recommendation to Cabinet to ‘strengthen’ the reminder to budget holders regarding the critical need to slow and pause non-essential expenditure, the proposal was not seconded. RECOMMENDED TO CABINET: a) That the latest financial assessment of the estimated budgetary position for 2023/2024 be received and noted. b) That budget holders be reminded of the critical need to slow and pause non-essential expenditure in year to contain the shortfall in funding that the Council faces.
The Leader introduced the Revised Capital Programme 2023/2024 - Quarter Two Monitoring Report and the Strategic Director – Finance and Resources highlighted key points from within the report. In scrutinising the report, Members discussed the following: • It was confirmed that the business case for the Gofer Bulking Station related to mitigation works in order to comply with fire regulations. • The Flood Risk and Infrastructure Manager provided an update in respect of Coastal Risk Management Programme (CRMP) schemes and provided assurance that business cases would be presented to Cabinet prior to the funding deadline. • Consideration would be given to interest rates associated with CRMP funding. • It was suggested that whilst there was a risk that the relocation of the Llanrwst depot could result in a further financial commitment, there was a greater risk to Llanrwst and the surrounding areas if the scheme was not prepared for possible future development, subject to funding. • Minimum Revenue Provision was charged in accordance with the life of each asset. • Whilst some IT devices would need to be replaced during 2023/2024, a separate business case would be submitted for IT equipment replacement for 2024/2025 • The Head of IT and Digital Transformation confirmed that the replacement of IT equipment would increase from every 5 years to every 6 years. • In respect of the Sustainable Communities for Schools programme, it was confirmed that each project would require Cabinet approval. Discussions were ongoing with the Welsh Government in respect of funding streams. • It was suggested that asset disposal should not be considered until a strategic vision was in place. • Concern was raised that local Members had not been consulted in respect of the proposal to remove Colwyn Bay investment funding from the Capital Programme. The Strategic Director – Finance and Resources advised that projects could be considered as and when they came forward. Following the debate, the following amendment to the recommendation (which was seconded) was put forward. • That the £500,000 allocated for Colwyn Bay investment remain within the Capital Programme for 2023/2024. Following the vote, the amendment to the proposal was lost. RECOMMENDEDTO CABINET a) That the net reduction of £1.740m to the total Capital Programme be approved. b) That the total Capital Programme of £124.604m and the second quarter capital outturn position for 2023/2024 be noted. c) That the removal of £7.929m from the capital programme be approved.
The Cabinet Member for Democracy and Governance introduced the Corporate Issues Register and Corporate Risk Register and the Corporate Performance and Improvement Manager highlighted key points from within the report. In scrutinising the report, Members discussed the following: • Members were encouraged to attend Service Performance Reviews. • Reference was made to the risks associated with Betsi Cadwaladr Univeristy Health Board and concerns were raised in respect of cancer care. • The inclusion of Corporate Risk and Issues dashboards was welcomed. • An update would be provided to a Member who sought further information regarding issue C10, which related to the cost of specialist education placements. • It was confirmed that the reduced capacity to undertake environmental enforcement was as a result of budget cuts to non-statutory services. • Homelessness had increased following the pandemic and a result of changes in legislation. It was confirmed that a service restructure was ongoing, including recruitment of a Head of Service. • It was confirmed that the new Asset Management Plan had not been developed due to capacity issues within the Service. Officers were in discussions with the Head of Service – Economy and Culture in order to ensure that the revised date for completion could be met. RECOMMENDED TO CABINET: That the Corporate Issues and Risk Registers be agreed and adopted.
