The Leader introduced a Report on the Establishment of Office Accommodation Part II Project and the County Valuer and Asset Manager highlighted key points from within the report. A nomination was sought for a Finance and Resources Overview and Scrutiny Committee Member to sit on the Project Board. In scrutinising the report, Members discussed the following: • It was confirmed that the hybrid working policy did not encourage staff to work from home. Flexible working allowed for Council offices to be utilised in a more efficient manner. • The project was not currently included within the Capital Programme and approval was sought for funding through capital reserves. • Lessons learnt from other properties would be taken into consideration should a decision be taken to sell or develop Bodlondeb. • It was confirmed that all offices would be reviewed, however some were not owned by the Council and were utilised as community hubs in conjunction with other organisations. • The project brief would be amended to reflect that local Members for Conwy would be invited to attend the Project Board. • It was suggested that productivity and output be considered as part of a one-office strategy. • All Members would be included within the consultation and decision making process. • In respect of a possible pause in agreeing the capital spend, it was advised that this would delay the work of the Project Board due to consultancy costs. It was proposed that: The allocation of Capital funding to the project be delayed until Members are fully briefed on the Peer Review action plan and the Capital Revenue funding requirements for transformation. Following a vote it was: RESOLVED: a) That Councillor Andrew Wood be nominated as the Finance and Resources Overview and Scrutiny Committee representative on the Office Accommodation Project Board. The Leader introduced the Levelling Up Funds (LUF) Overview and the Head of Economy and Culture highlighted key points from within the report. In scrutinising the report, the following was discussed: • It was confirmed that the Conwy Valley active travel route was a 3-year programme until March 2026, with expenditure in the first year being for the design process. • As guidance had not been received in respect of a possible round 3 of the LUF, three bids, including the Aberconwy Futures Bid had been submitted during round 2. • Written feedback had not been received in respect of submitted bids. • Alternative grant funding had not yet been secured for the Eirias and Aberconwy bid. • The Chief Executive advised that he did not attend the Local Area Forum North to provide an update on bids as the feedback had not been reviewed at that time. • 10% match funding would be required in respect of successful bids. • The Cabinet Member for Culture and Leisure advised that an update on the County’s paddling pools would shortly be provided to local Members. • Timescales for submitting bids had been very short and had required approval from a Member of Parliament. A list of projects was presented to Members for consideration. • It was intended that an information event take place in October 2023, in Betws y Coed, regarding the LUF project to replace Sappers Bridge. Leisure staff were confident that the pitch would have a useful life of 15 years and it would be maintained in accordance with manufacturer guidance. • Additional income had already been generated from the use of the pitch. • The benefit of the facility and the spend to save element was recognised. • Recommendations from Audit Wales in respect of the requirement for Strategic Leadership Team approval of projects related to the lease or purchase of property only. • The Council would not solely rely on income from the Welsh Rugby Union, as income would also be generated from sports clubs, schools and events held at the venue. • The accounting policies relating to depreciation would be considered by the external Auditors as part of the audit of the accounts.
