RESOLVED: b) That the minutes of the Local Area Forum – North held on 4 August 2022 be noted.
The minutes of the meeting of the Local Area Forum (LAF) – North held on 4 August 2022 were presented for information. The LAF Chair, Councillor Harry Saville, drew Members’ attention to the discussion surrounding Feral Goats (minute 4 refers) and the possibility of establishing a Task and Finish Group to address the matter. A Local Member also highlighted their concerns in relation to the feral goats and the importance of addressing the issues as soon as possible. The following was discussed: • The Head of Environment, Roads and Facilities (ERF) suggested that it would be prudent to provide a report to the Economy and Place Overview and Scrutiny Committee prior to the possible establishment of a Task and Finish Group. • It was suggested that residents should be proud of the goats as they were a symbol of Llandudno. • It was suggested that a meeting involving Elected Members, Cabinet Members and the public was required in order to resolve the issues. • The Head of Neighbourhood Services advised that he had provided a verbal update to the LAF and that it would be useful for all Members to receive a report to includelegal issues, background information and information regarding constraints. • A contraceptive programme had been implemented in the past as well as seeking to move the goats back to the Orme. • Llandudno Town Council had previously made a financial contribution to the management of goats, however no contribution had been made during the 2022 financial year. In order to progress this matter, it was proposed that the Cabinet Member be requested to set up a Working Group to look into the matter as requested by the LAF and report back within 6 months in order to avoid slippage. RECOMMENDED TO CABINET a) That the relevant Cabinet Member be requested to establish a Working Group to work with Officers to deliver an action plan for the management of Feral Goats in Llandudno and that outcomes be reported to the Economy and Place Overview and Scrutiny Committee within 6 months. RESOLVED: b) That the minutes of the Local Area Forum – North held on 4 August 2022 be noted.

Councillor Harry Saville presented a Councillor Call for Action in respect of the Closure and Re-opening of Tan yr Ogof Steps, Llandudno. Councillor Saville outlined the Call for Action and highlighted the following: • Tan yr Ogof Steps, Llandudno had been frequently used by residents of the Great Orme to access the town centre. • The steps were closed in 2018 for repairs and had not yet reopened. • There appeared to be confusion over who was responsible for the repairs. The following was discussed: • The Head of Environment, Roads and Facilities (ERF) advised that external legal advice had been sought and it had been confirmed that Conwy County Borough Council (CCBC) could work with the land owner in order to preserve the footpath. • The Flood Risk and Infrastructure Manager advised that a meeting had been arranged for 14 October, 2022 with the principal stakeholder in order to discuss a way forward. - Repairs to the retaining wall were essential. In response to the Call for Action, Members agreed that a report be produced to include a plan of action for the repair and opening of Tan yr Ogof Steps. The Overview and Scrutiny Committee recognised that this was a complex issue and likely to take some time and may exceed the 28 day, therefore agreed a report should be presented in December 2022. RESOLVED: That an update, to include a plan of action be provided to the Economy and Place Overview and Scrutiny Committee, in December 2022 and that Local Members be kept informed of progress.
The Housing Services Manager presented a report on the draft Housing Support Programme Strategy. The Housing Support Grant (HSG) Programme was the policy and funding framework for delivering housing related support to vulnerable people in different types of accommodation and across all tenures. The following points were highlighted: • The programme aimed to deliver high quality and strategically planned housing-related support services that were cost effective, complemented existing services and provided service users with the best possible outcomes. • In accordance with the Welsh Government (WG) Guidance for the Housing Support Grant, all local authorities were required to develop a four year Housing Support Programme Strategy which set out the strategic direction for its housing related support and homeless prevention services. • The Strategy’s Vision was supported by the following key principles: Ø We will ensure that in the first instance those who are threatened with homelessness have access to specialist advice and assistance with options available to them to remain in their accommodation. Ø We will ensure that if someone is unable to remain in their accommodation that all our supported and temporary accommodation is of a high standard. Ø That housing related support services will be commissioned to help people to move towards independent living and remain in the community of their choice. This will be done collaboratively where possible. Ø If homelessness is not preventable we aim to make it rare; brief and non-repeated · Section 3 of the Draft Housing Support Programme Strategy (Appendix 1 of the Committee Report) detailed five local strategic priorities which had been identified following a needs assessment and consultation with service users and relevant stakeholders. · An action plan had been developed to deliver against each of the priorities. · The strategy would develop key messages for key partners to ensure that they played a part in the prevention and ending of homelessness. It was ‘everyone’s’ business and not just a housing issue. · The Housing Support Grant Strategy would complement the shift to Rapid Rehousing. The Rapid Rehousing Transition Plan was currently in development and was due to be presented to members for approval in October / November 2022. · Thanks was extended to the recently retired Debbie Lambe (Supporting People Officer) who had contributed to the development of the Draft Housing Support Programme. Members extended their thanks to officers for the comprehensive report and went on to discuss the following: · It was suggested that the long term solution in respect of homelessness was for additional housing to be built. · Regular updates to Members in relation to the programme was important. · It was queried whether CCBC could provide additional funding for the strategy and whether this would impact the (WG) grant. - In response, the Housing Services Manager advised that CCBC already supplemented the Housing Support Grant budget through the business planning framework and submission of business cases due to the grant having been reduced in previous years. · Further information was requested in respect of the risk that there would be insufficient funding to implement the Strategy. - In response, the Housing Services Manager advised that, prior to the pandemic a new funding formula was developed and as a result, CCBC was set to lose approximately £1m in funding. - The introduction of the new formula had been paused by Welsh Government during the pandemic, however, there were indications that this would be revisited during the current administration. · Homelessness was an area of concern and increased sufficiently as a result of the pandemic and it was positive that work was taking place to counter the issue. RECOMMENDED TO CABINET: (a) That the Draft Housing Support Programme Strategy be approved for consultation with relevant partners. (b) That delegated authority be given to the Head of Regulatory and Housing Services, in consultation with the Chair and Vice Chair of Economy and Place Overview and Scrutiny Committee and the Cabinet Member for Housing and Regulatory to review responses to the consultation of the Draft Housing Support Programme Strategy to determine whether they require further scrutiny or can be deferred direct to Cabinet for approval.
