RESOLVED- That the Forward Plan for the Education and Skills Overview and Scrutiny Committee together with the combined Forward Plan be approved.
The Scrutiny and Committee Services Officer presented Members with the individual Forward Work Programme (FWP) for the Education and Skills Overview and Scrutiny Committee, together with the combined FWP. The following changes were highlighted: • The report on the progress and benefits achieved within the Social Inclusion Service had been deferred until November 2022. • The Schools Admissions Policy had been brought forward to February 2023 in order for approval by March 2023. • The update by GwE on 18 October 2022 would include the role of the School Improvement Service, the work undertaken over the last year, as well as an update on the new curriculum. The following was discussed: • It was queried as to whether Elected Member school visits, which were arranged as part of the School Effectiveness Group would be re-started. - In response, the Cabinet Member for Education advised that an informal process in respect of school visits was being considered. - The Head of Education Services would contact the Member to discuss further. RESOLVED- That the Forward Plan for the Education and Skills Overview and Scrutiny Committee together with the combined Forward Plan be approved.
The Social Inclusion Service Manager presented a report which sought approval for consultation on the Re- location of the Foundation Phase Behaviour Resource provision. The following points were highlighted: · Conwy County Borough Council (CCBC) had one resource provision for learners with social and emotional behavioural needs in the Foundation Phase. · Learners in Key Stage 2, 3 and 4 accessed the Canolfan Addysg Conwy Pupil Referral Unit. · The Conwy Local Authority Foundation Phase (Reception to Year 2 for learners aged 4-7) behaviour resource base had been located at Ysgol Ffordd Dyffryn until the close of the 2021-2022 academic year. This followed notice from the Governing Body in April 2022 that the school would no longer be able to accommodate the resource provision. · Ysgol Ffordd Dyffryn provided notice for the termination of the resource provision in April 2022 as per the contract arrangements for schools providing Local Authority Resource base provision. Notice was given due to the expansion of resource provision for learners with autism on the school site. · To ensure service continuity the resource base for the 2022-2023 academic year had been temporarily accommodated at Canolfan Addysg Conwy. · This temporary measure for the 2022-2023 academic year would allow the provision for learners in the Foundation Phase in Conwy to continue whilst consultation took place regarding long term placement of the provision at Y Ddraig Goch site as a permanent setting. · The Foundation Phase resource provision for behaviour, provided education for up to 7 learners whose social and emotional behavioural needs were unable to be met in their mainstream school setting. · CCBC sought to identify where provision would be best placed for long term provision to ensure continued access for learners across Conwy in the Foundation Phase. In scrutinising the report, Members discussed the following: · It was queried whether 7 places within the Foundation Phase Behaviour Resource provision was adequate. - In response, the Social Inclusion Service Manager advised that other than for 2022/2023, the intake had been below the maximum capacity of 7. - 7 was an appropriate number of learners for the age group catered for and sufficiently met the Local Authority’s needs. RECOMMENDED TO CABINET: a) That ‘Permission to Consult’ on the Re- location of the Foundation Phase Behaviour Resource provision be granted in accordance with the School Organisation Code. b) That the Consultation Document and Response Form be published on the Council’s website.
