RESOLVED: That the application to grant an application for a Private Hire Vehicle Licence be refused on the basis that the vehicle failed to meet the Conwy’s Private Hire Vehicle conditions of Licence paragraph 2.1 (c ) ‘Vehicles must have adequate space for luggage to be kept in a clean, safe and water tight manner and paragraph (g) ‘All vehicles must be under five years old from the date of first registration, and on subsequent licence be in exceptionally good mechanical and bodily, interior and exterior condition’.
Members were required to determine an application for a Private Hire Vehicle Licence (new application) for Alliance Taxis Ltd (Ford Transit Minibus YN64 ZKE) and to consider whether, in light of the information presented, the application could be granted or refused. In determining the application, Officers were unable to grant the application change on the grounds that the proposed vehicle did not adhere to Conwy’s Private Hire Vehicle Conditions of Licence (appendix A) paragraph 2.1. (c) Vehicles must have adequate space for luggage to be kept in a clean, safe and water tight manner and paragraph 2.1. (g) All vehicles must be under five years old from the date of first registration, and on subsequent licence be in exceptionally good mechanical and bodily, interior and exterior condition. The applicant, who had been afforded the opportunity to attend the Committee with the vehicle, was not in attendance. Members proposed to proceed with consideration of the application. In considering the application, discussion arose regarding the following: • Conwy’s Private Hire Vehicle Conditions of Licence Policy. • Age limitation of vehicles. • Disclosing the vehicle’s mileage. In response, the Principal Trading Standards and Licensing Officer advised that there was no requirement for the vehicle mileage to be disclosed and that vehicles underwent two Certificates of Compliance Tests. • Members felt that there were no exceptional circumstances to warrant approval. Having reviewed the application, it was RESOLVED: That the application to grant an application for a Private Hire Vehicle Licence be refused on the basis that the vehicle failed to meet the Conwy’s Private Hire Vehicle conditions of Licence paragraph 2.1 (c ) ‘Vehicles must have adequate space for luggage to be kept in a clean, safe and water tight manner and paragraph (g) ‘All vehicles must be under five years old from the date of first registration, and on subsequent licence be in exceptionally good mechanical and bodily, interior and exterior condition’.

Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Caiff datganiadau eu darllen o'r cofnodion unwaith y byddan nhw wedi'u cyhoeddi.
