RESOLVED: a) That concerns in respect of meaningful engagement be fed back to the Conwy and Denbighshire Public Services Board and that assurances be sought that concerns in respect of objectives and deliverability would be acted upon. b) That the Conwy and Denbighshire Well-being Plan 2023 – 2028 be approved.
The Leader presented a report which sought approval of the Conwy and Denbighshire Well-being Plan 2023-2028. The Well-being of Future Generations (Wales) Act 2015 placed a statutory requirement on each Public Services Board (PSB) to produce a Local Well-being Plan for their area. The Local Well-being Plan must set out how the PSB intended to improve the economic, social, environmental and cultural well-being of its area by setting local objectives, which would maximise the contribution made by the Board to achieving the well-being goals in its area. The Well-being Plan must be approved by the Boards of each PSB member organisation, in line with the Well-being of Future Generations (Wales) Act 2015. In the case of local authorities, approval must be sought from Council. The Conwy and Denbighshire PSB would meet to approve publication of the Well-being Plan on 23 March 2023. Members discussed the following: • It was confirmed that the North Wales Housing Association represented all housing associations across the region on the PSB. • Concern was raised in respect of the lack of effective engagement that had been carried out. - In response the Leader advised that engagement with hard to reach groups was an ongoing challenge, which would continue to be addressed. - Other sources of feedback and data had also been utilised. • Concern was raised in respect of criticism concerning of the lack of smart objectives within the plan and alignment with the Wellbeing of Future Generations (Wales) Act. - In response, the Leader advised that feedback had been shared with the PSB, however there remained some concerns in respect of deliverability.

RESOLVED: That the Council Tax Reduction Schemes Regulation 2023 be adopted and that no changes be made to the current three discretionary elements in the Regulations, which have been adopted annually by the Council since April, 2013 as follows:- (i) Apply a 100% disregard of War Pensions (including War Widows Pensions) and Armed Forces Compensation Scheme awards attributable to service, when calculating income in a Council Tax Reduction assessment. (ii) Not to increase the standard extended payment period of 4 weeks Council Tax Reduction to applicants after they return to work, when they have been in receipt of a relevant qualifying benefit. (iii) Not to increase the Council Tax Reduction maximum backdate period beyond the standard 3 months.
The Cabinet Member for Finance, Revenue and Benefits presented a report, which requested that Members approve the continued adoption for 2023/2024 of the Council Tax Reduction Schemes and Prescribed Requirements (Wales) Regulations 2013 and continue with the same local discretionary elements. Councils were required by the Council Tax Reduction Schemes (Wales) to formally adopt a Council Tax Reduction scheme by 31 January, each year. Failure to adopt a local scheme by 31 January 2023 would result in the Council Tax Reduction Scheme (Default Scheme) (Wales) Regulation 2013 being imposed upon the Authority without local discretion for 2023/2024. The Cabinet Member for Children, Families and Safeguarding, in her capacity as the Armed Forces Champion, welcomed the report.
