Councillor Paul Luckock asked the Cabinet Member for Housing and Regulatory the following question: “My understanding is that there is a small team of 2.5 planning enforcement officers which also includes a Conservation Officer and a 0.5 Tree Officer. The line manager for the small team is one of the planning enforcements officers who also has a caseload of 60+ cases, there are 170 enforcements cases active now. My understanding is that developers/builders know there is no or very limited cross checking between planning permissions and building control, it is a disorganised and unrestricted situation. What policy decisions been taken since May 2022 to tackle the shortcomings in planning enforcement?” The Cabinet Member for Housing and Regulatory provided the following response:- • Capacity within all departments had reduced due to budget restrictions. • It was noted that a reactive service was currently provided and not all planning enforcement issues were monitored. • There was a shortage of staff within the planning department and enforcement officers were required to provide cover. • It was confirmed that 2.5 planning officers had a total of 170 caseloads between them. • Concerns in respect of planning enforcement workloads had been raised at service performance reviews. • The team was working tirelessly, within their capacity. • It was not likely that the service position would improve in the near future due to the budgetary position of the Council. • Investment was required in public services in order that a more proactive service could be delivered. • Planning enforcement training would be arranged for Members. Councillor Paul Luckock raised his concerns in respect of the welfare of the team and felt that staff should be redeployed to statutory services. The Cabinet Member for Housing and Regulatory advised that all services were priority services and that staff welfare was paramount.

RESOLVED: That the Corporate Plan for 2022-2027 be approved.
The Leader sought approval for the Corporate Plan for 2022 – 2027. The basis of the corporate plan focused on the goal to reduce carbon emissions, adapt to and support the mitigation of climate change, and to manage our way out of the Covid 19 pandemic in as sustainable a way as possible. The Leader highlighted the 9 priority areas and what they planned to deliver, which included: - Reducing carbon emissions. - Celebrating culture and heritage. - Improving education and performance across the whole school system. - Ensuring that residents had a safe and appropriate place to call home. - The safety of residents through partnership working. - Promoting healthy choices by providing facilities to support a healthy lifestyle. - Promoting and celebrating the use of the Welsh language. - A commitment to equality and diversity. - Meeting present needs without compromising future generations. Public consultation feedback had highlighted the importance of ensuring there was sufficient opportunity for young people to learn and speak Welsh. The Corporate Plan would be reviewed annually and each objective within the plan was accompanied by actions and measures. Members discussed the following: · It was queried as to whether the corporate plan outcomes would be reflected within the medium term financial strategy? - In response, the Strategic Director – Finance and Resource advised that any significant new activity would be reflected within the strategy. • Concern was raised in respect of M4.8 (homelessness prevention) being monitored via a trend measure as opposed to a percentage target which had previously been set at 75%. - In response, the Strategic Director – Finance and Resources advised that homelessness had increased due to the Covid-19 pandemic and due to the uncertain landscape it was difficult to forecast and set appropriate targets. - How the objective was measured would be kept under review. • It was suggested that the basic needs of the community should be prioritised along with the wellbeing of Council employees and that consideration should be given to pausing or stopping some non-statutory services. - In response, the Leader advised that there were challenging times ahead, however, it may be detrimental to stop some services as this could impact on other statutory services. • Members were encouraged to attend Service Performance Reviews which, in the next round of reviews would focus on the financial and budgetary challenges.
