Further to a site visit, Mrs Glenna Williams spoke in favour of the application. An addendum to the report was presented, highlighting the following: • Members were advised that amended plans had been submitted which reduced the floor space to 176.47m2 which was 63.67m2 over the DQR/RED guidance allowance. • As the existing dwelling was in separate ownership, it was recommended that, if the application was supported, that a condition should restrict the ownership of the proposed dwelling only. • Members were advised that additional financial information for the year 2021 had been provided. • In addition, observations from Conwy County Borough Council’s (CCBC) Ecologist Officer were highlighted. Discussion arose regarding the following: • The applicant provided an essential service to the agricultural community. • The proposal would help to sustain Welsh language and culture. • The proposed dwelling would be affordable to the occupier. • The proposed dwelling would not appear obtrusive in the landscape. The Development and Building Control Manager advised Members that the proposals did not comply with National Planning Policy on Rural Enterprise dwellings as insufficient information had been received. Members were advised of the risks of departing from Policy. Members were supportive of the application. As a consequence, of Members being minded to grant planning permission, which was contrary to the Officer’s recommendation, and in accordance with approved procedure, the application would be referred back to the next meeting of the Planning Committee for further consideration.
