Mr Gordon Kenyon (Agent) spoke in favour of the application. An addendum to the report was presented, highlighting the following: • The agent had confirmed that the applicant would be willing to enter into a Section 106 agreement, should the Committee be of the view that the application could only be supported with such an agreement in place. In response, the Principal Planning Officer advised that Officers would not support the proposal without such an agreement, and subject to confirmation from Natural Resources Wales (NRW) that the measures proposed would provide satisfactory mitigation against flood risk. As a consequence, a revised recommendation to that within the Committee report was advised. ‘That consideration of the application be deferred pending further consultation with NRW, and to delegate authority for Officers to determine the application in the event that NRW confirms that it no longer objects. Should NRW still object, the application be referred back to the Planning Committee.’ In considering the application, Members made reference to the following: • Separately licenced areas on site. The Principal Planning Officer advised that the permission would be restricted to holiday use only. • Flood Consequence Assessment post 2067 - with the effects of climate change likely to increase the frequency and severity of extreme flood events, the majority of Members considered the limitation and review in 2067 acceptable. • Some Members felt it was not necessary for the agreement to restrict the number of caravans on the basis suggested by the agent. In conclusion, Members were supportive of the revised recommendation in respect of entering into a Section 106 agreement to restrict the duration of the extended operating season, but did not consider that it was necessary for the agreement to restrict the number of caravans on the basis suggested by the agent. RESOLVED: (a) That the Planning Committee be minded to approve conditional planning permission subject to further consultation with Natural Resources Wales (NRW). (b) That, in the event that NRW confirms that it no longer objects to the application, to authorise the Development and Building Control Manager to: i) Instruct the Head of Law and Governance to enter into a Section 106 agreement with the applicant. ii) To grant conditional planning permission under delegated authority. Ms Ffion Owen (Applicant) spoke in favour of the application. The Principal Planning Officer advised that the site was a strategic site allocation and the proposal was not to build an affordable dwelling, resulting in it not being compliant with housing policies of the Local Development Plan. As a result, comparisons could not be made with previous applications approved by the Planning Committee. Members were supportive of the application and made reference to the following: · Technical Advice Notes (TAN) 6, 20. · The importance of considering each application on its own merits. · The dwelling would enable the applicant and family to relocate and return to her home area. · The importance of supporting rural communities and the Welsh language and culture. As a consequence of Members being minded to grant conditional planning permission, which was contrary to the Officers’ recommendation, and in accordance with approved procedure, Members were informed that the application would be referred back to the next meeting of the Planning Committee for further consideration.
