Councillor Harry Saville had submitted a question to the Cabinet Member for Housing and Regulatory and Deputy Leader as follows: Last month I was copied into correspondence from ten of my residents raising concerns about the proper management of emergency accommodation procured by Conwy County Borough Council. The residents complained that they observed frequent antisocial behaviour, including drug dealing, which was having a negative impact on the local area. Does the Deputy Leader recognise these concerns? Due to unforeseen circumstances, the Cabinet Member for Housing and Regulatory and Deputy Leader, Councillor Emily Owen, was unable to attend the meeting. As a consequence, and in accordance with the protocol for questions to Cabinet Members, a written response would be provided to the questioner, Councillor Harry Saville.
The Cabinet Member for Environment, Roads and Facilities – Neighbourhood and the Environment introduced the Llandudno Feral Goat Management Plan and the Environmental Strategy Officer, together with the Head of Neighbourhood Services, highlighted key points from within the Management Plan. In scrutinising the report, Members made reference to the following: · The goats were recognised as being synonymous to Llandudno. · In terms of partner organisations and their responsibilities in relation to the welfare and the sustainable monitoring of the goat population, the Head of Neighbourhood Services advised that the goats were feral animals and no one person or organisation was legally responsible for the goat population of Llandudno. · Clarity was sought in terms of Mostyn Estates’ contribution towards the management of the goats. In response, Members were informed that the role of Mostyn Estates was as a partner helping to find solutions and drive action on goat related issues and management strategies. In addition, Mostyn Estates provided resource and support for goat collections/roundups, and the contraception programme. · The target of 130 goats was queried. In response, the Environmental Strategy Officer advised that the target population and count information formed part of a modelling population toolkit. The last count was 153, however, partners continued to look at relocation strategies and reach out to organisations. · Co-existence of the herd alongside the local community. It was noted that in recent years the goats had extended their reach (Craig y Don) and often caused damage to people’s private property. With regards to securing land/properties from the goats, particularly for vulnerable land owners/tenants, the Head of Neighbourhood Services advised that Conwy County Borough Council (CCBC) had limited resources and no legal responsibility to assist with civil issues, however, officers encouraged Members to come forward with specific ideas regarding further interventions. · Clarity was sought in terms of goats causing an obstruction or presenting a risk to users on a highway. In response, Members were informed that, whilst North Wales Police would act swiftly to minimise risk to human life and serious traffic disruption, a proactive approach and liaison with partners was the normal practice. · In terms of the management of injured or distressed goats, Members were reassured that the goats were regularly monitored and attended to by CCBC Park Wardens, with assistance from the RSPCA if necessary. · Further consideration and management of the habitat may be necessary in the future, as a result of an increase in the number of walkers/ramblers and dog owners. Members welcomed the Llandudno Feral Goat Management Plan and thanked all those involved in formulating the plan. RECOMMENDATION TO CABINET: That the Llandudno Feral Goat Management Plan be adopted.
