The Cabinet Member for Environment, Roads and Facilities - Infrastructure introduced a report on the Colwyn Bay Waterfront Project, Phase 2b. The Colwyn Bay Waterfront – Project Manager provided Members with some background to the project, the public consultation exercise and made reference to the preferred highway layouts and options. The purpose of the report was to seek the preferred highway layout option for the Colwyn Bay Waterfront Phase 2b project to enable the Traffic Regulation Order (TRO) process to progress. A shortlist of four highway layouts were taken forward for further assessment. These included: - Highway layout A - Road layout remained unchanged. Limited scope for wider benefits to be introduced. - Highway layout B - A reduction of traffic flows on West Promenade down to 1-way travelling eastwards, Cayley Promenade remained 2-way. - Highway layout C - A reduction in traffic flows to 1-way on both West Promenade and Cayley Promenade, effectively creating a large roundabout arrangement around the Cayley Embankment. - Highway layout D – A community proposal, which kept the West Promenade open to 2-way traffic, but would reduce traffic flows on Cayley Promenade to 1-way. Each of the shortlisted highway layout options were assessed and scored by highway specialists using a range of criteria and sub-criteria. The community was then asked to indicate how important each of the elements within the proposals were to them. The result of the additional assessments were included in the consultation materials (Appendix A of the Committee report), together with a review of the feedback gained during the additional consultation process. Although some respondents objected to the project going ahead, the community as a whole, appeared to be supportive of the overall proposals, which included the proposed changes to the highway layout. It was noted that the highway elements would be subject to the Traffic Regulation order (TRO) process, which would include a further statutory consultation. In conclusion, the options that scored most positively over a range of considerations was: · Option B (referred to as option 1 in the Committee report) (reduction of traffic flows on West Promenade down to 1-way travelling eastwards, Cayley Promenade remains 2-way). This was the preferred option. The following option was ranked second: · Option C - Reduction in traffic flows to 1-way on both West Promenade and Cayley Promenade, effectively creating a large roundabout arrangement around the Cayley Embankment was ranked second. Options A and D were ranked third and fourth respectively. Local Electoral Division Members, who were present in the meeting, were given the opportunity to provide their observations. Whilst supportive of the Colwyn Bay Waterfront Project, some discussion did arise regarding the preferred highway layout. In scrutinising the report and options, Members made reference to the following: · Some concern was expressed regarding safety and traffic flow implications of moving some of the traffic from West Promenade up to the Cayley Promenade (Option B). In addition, some Members felt that the proposal was detrimental to those residents living along the Cayley Embankment and that such a layout would spoil the tranquil setting / viewing platform at the top of the bank. · Concern was expressed that traffic would be pushed though neighbouring roads, increase traffic pollution and cause parking congestion. · Some Members considered Option C - a reduction in traffic flows to 1 way on both West Promenade and Cayley Promenade, effectively creating a large roundabout arrangement around the Cayley Embankment more appropriate. Stating that there was room on the promenade to retain two lanes of traffic and still make the safety changes. · Reference was made to the proposed event space and how it would be managed in conjunction with the Street Trading Policy. · Proposed play equipment - how would funding be made available to maintain the equipment without jeopardising funding and/or equipment in other areas. In response, the Colwyn Bay Waterfront – Project Manager advised that the specification of equipment had been carefully considered due to the environment. · In terms of recent protests, a Local Member stated that the majority of protestors were predominately in relation to the proposed works to the two kiosks on the promenade not the proposed highway layout. · During the consultation, it became evident that many people were in favour of the proposals. · Provision for safe areas to open car doors/boots and assist those with prams, wheelchairs and dogs was also praised. · Having family friendly routes and play facilities was welcomed. · Flow of traffic and monitoring – Members were informed that in relation to traffic monitoring, it had been undertaken in preparation for the Environmental Statement. · It was acknowledged that there were hot spots on the Cayley Embankment, but they were temporary and mitigation measures had been put in place. · Many of the properties on the Cayley Embankment accessed their properties from the side, whilst others had wide entrances. Introducing mitigation measures e.g. parking restrictions (yellow lines etc.) and a 20mph zone was suggested. · Shared pedestrian and cycle route – the Colwyn Bay Waterfront – Project Manager advised that a shared Active Travel Route would assist cyclists to regulate their speed. Following the debate, the following options were proposed and seconded: • Highway Layout B • Highway Layout C (1-way loop) Following a vote, it was RECOMMENDED TO CABINET: That Option 1 (Highway Layout B) be approved, to progress the preferred highway layout option of introducing 1-way traffic heading eastwards on West Promenade and retaining 2-way traffic along Cayley Promenade, supplemented by additional safety and traffic flow improvements requested by the community, on to the Traffic Regulation Order (TRO) process.
