The Cabinet Member for Integrated Adult and Community Services Introduced the report on Supported Living Provision in Conwy - Five Year Delivery Plan 2026 – 2031. and the Service Manager for Disability Services provided the detail. In scrutinising the report, Members discussed the following: • Supported living provision, at current delivery levels, did not always meet demand and required a mix of grant funding and private finance. • Ongoing work with Registered Social Landlords and funding options, including the potential impact of borrowing and rental increases. • It was noted that the Council had previously accessed funding through the Public Works Loan Board (PWLB). It was suggested that the option may need to be considered again in the future. • The complex funding responsibilities between Social Services and the Health Board. • The ongoing Welsh Government work on social care funding, with expectations of future support. • Concerns were expressed regarding increasing demand for services, particularly in relation to supporting children with neurodiverse needs, and the need to ensure that available support is used appropriately. RECOMMENDED TO CABINET: (a) That the strategic approach to developing supported living settings to meet the needs of adults with disabilities through the development of potentially two new supported living services per year for a period of five years (2026 – 2031) be supported.
