The application was referred back to the Planning Committee following the meeting held on 14 January 2026 (minute 593 i), due to the submission of additional highway-related information. Officers do not have delegated authority to determine the application in light of this further information. Mrs Mary Louise Edwards spoke against the application and Mr Rhys Davies (Agent) spoke in favour of the application. An addendum to the report was presented, highlighting the following: • Further neighbour objections were noted, with responses provided by SuDS Approving Body (SAB) and Highways Officers on drainage and access amendments. • , Officers recommended refusal of the application on the following grounds: overdevelopment, layout, scale, built form and appearance; loss of green infrastructure; impact on the residential amenity of neighbouring properties (32 and 36 Cadnant Park); shortfall in affordable housing and insufficient viability evidence; impact of drainage provision on visual amenity and character; and inadequate highway visibility. A concern was raised regarding the removal of the hedgerow along the access road, with a request that the reasons for refusal also reference the loss of the hedgerow.
