The Cabinet Member for Education introduced a report which sought to consult on a proposal to change the Language Category of Ysgol Babanod Llanfairfechan from T2 (Dual Language) to C3 (Welsh-medium), and the Education Improvement Service Manager highlighted key points from within the report. In scrutinising the report, Members discussed the following: · The Committee welcomed the positive approach taken by the school. · Reference was made to the Welsh Language Act 1993, which established the legal principle that the Welsh and English languages should be treated on the basis of equality in the conduct of public business. · It was noted that having a second language enabled children to learn further additional languages more easily and provided future opportunities. · A milestone document had been created for T2 (Dual Language) schools to assist them in progressing to deliver 50% of their curriculum through the medium of Welsh. Following a review, it had been agreed that Ysgol Llanfairfechan was meeting this threshold and was ready to move along the continuum to the next category. · In relation to assessing demand for Welsh language education, it was confirmed that Strategic School Planning and the Strategic Outline Plan had identified demand for Welsh-medium education in some areas. It was noted that some pupils were attending schools outside their catchment area in order to access Welsh education. · The Welsh Government’s Cymraeg 2050 strategy aimed to reach one million Welsh speakers by 2050, and delivering Welsh-medium education formed part of the Council’s strategy to contribute to this aim. · The current consultation related only to the infant school, although the junior school could be considered in the future. It was further noted that the proposed new school, to be delivered as part of the Replacement Local Development Plan (RLDP), would have its language category determined at the appropriate time. · It was confirmed that the Welsh in Education Grant was utilised where possible to support the delivery of Welsh-medium education. · It was noted that no additional costs were foreseen in relation to the consultation, as it would be undertaken by Council officers. Any additional costs would relate to supporting school staff. · Members were advised that there was a list of statutory consultees. The consultation would be published on the Council’s website and shared with the local community, including the Town Council. It was confirmed that efforts would be made to ensure broad engagement, as it was a public consultation open to all. · Whilst the Code stated that it could take up to 10 years for a school to fully transition to a C3 (Welsh-medium) school, it was not envisaged that the transition for Ysgol Llanfairfechan would take this long, and an appropriate plan was in place. · It was noted that the consultation document listed five schools that could be affected by the change in language category, and that the headteachers of those schools were direct consultees. · Members were advised that, in Llandudno, almost all primary schools were now T2 (Dual Language) schools and were on the journey towards becoming C3 (Welsh-medium) schools. It was noted that many other schools were also being prepared to move into this category in the future. · It was confirmed that parental choice would be retained. The ambition to transition schools to Welsh medium was driven by the Welsh in Education Strategic Plan (WESP), with the aim of increasing Welsh-medium education. · Support would be provided to parents who were not Welsh speaking. This included a booklet on Welsh-language education, bilingual homework where appropriate, and support and Welsh lessons offered through the Centre for Learning Welsh. · It was noted that many pupils in Welsh-medium schools came from non-Welsh-speaking backgrounds and that this had not held them back. Parents had been pleased to offer their children this opportunity. - It was stated that all children in Wales should have the opportunity to be taught in Welsh, particularly given the historical efforts to secure this right. - Reference was made to the historic prohibition on people speaking Welsh. - It was noted that demand for Welsh-medium education was growing. · Whilst the WESP focused on the number of Year 1 pupils receiving Welsh-language education, it was noted that plans were being developed to ensure the availability of secondary education through the medium of Welsh. · The need to ensure that there were sufficient teachers able to teach through the medium of Welsh was highlighted. RECOMMENDED TO CABINET: That the commencement of a consultation on the proposal to change the language category of Ysgol Babanod Llanfairfechan to a Category 3: Welsh Medium school be approved.
