The Cabinet Member for Education introduced the Consultation outcome report on the proposed closure of Ysgol Betws Y Coed and the Strategic Manager - Education Property and Site Management highlighted key points from within the report. The Local Member, Councillor Elizabeth Roberts, made reference to the following: · Rural school provision needed to be considered in greater depth, and that, whilst pupil numbers were declining, school closures should not be viewed as the only solution. · The federation Governing Body had been instructed to identify a school for closure and expressed the view that this approach had not been democratic. · It was suggested that parental choice of schools had been influenced by Estyn reports and referred to the 2019 inspection, which had identified leadership issues, which had affected parental confidence. · The current focus was on immediate pressures rather than on the long-term future of rural education. · 90 consultation respondents had supported an area school model, however, officers had focused on planning considerations. - Eryri National Park had advised that Ysgol Betws y Coed could be developed to meet eco standards and that it was willing to consider options, including possible extensions. · There was a need to consider wider community benefits and longer-term solutions. · An area school could strengthen Welsh medium provision and provide improved support for pupils with Additional Learning Needs (ALN) and would enable them to access support within their own communities. · . · The area school model at Ysgol Dyffryn yr Enfys, Dolgarrog was referenced as a successful example. The Head of Education Services advised that, in order to establish an area rural school, a number of existing schools would need to close and a significant level of capital funding would be required. In scrutinising the report, Members discussed the following: • Whilst it was suggested that a strategy was required for the rationalisation of rural primary schools, it was advised that any such strategy should consider the whole school estate. · It was suggested that Members undertake visits to rural schools in order to familiarise themselves with the locations and gain a better understanding of the local demographics. RECOMMENDED TO CABINET: That the proposed closure process for Ysgol Betws y Coed should not proceed. Note: Councillor Dilwyn Roberts declared a personal interest in the above agenda item as he is a Local Authority appointed Governor. As the interest was not considered prejudicial, Councillor Roberts remained in the meeting whilst the item was being discussed and voted upon.
