The Cabinet Member for Finance and Strategic Planning introduced the Revenue Budget 2026/2027 - Quarter One Monitoring Report and the Strategic Director – Finance and Resources highlighted the key points. In scrutinising the report, Members discussed the following: · It was noted that income forecasts relating to Betsi Cadwaladr University Health Board (BCUHB) had been set prudently, based on previous experience. · The Head of Integrated Adult and Community Services confirmed that Conwy County Borough Council (CCBC) was experiencing pressure as a result of increased demand relating to discharge care. - It was reported that preventative work was being undertaken by CCBC to support the flow of patients into hospital, which also represented a cost pressure for the Authority. - Members were advised that issues remained in relation to the way in which health board-funded nursing care and continuing healthcare fees were set. The transfer of fees from funded nursing care to continuing healthcare did not always take place, resulting in additional costs, and contributions from BCUHB towards high-cost care packages were not received in some cases. · It was noted that resilience work and wider service transformation activity were ongoing. Suggestions and ideas were being sought from services, Budget Working Groups had been arranged, and the use of technology was also being considered. - The Leader confirmed that a meeting would be arranged in early September 2026 to consider updates from the Resilience Board and suggestions put forward by Members. · Concerns were raised regarding pay increases, which could be higher than anticipated. - The Strategic Director – Finance and Resources advised that, should the lowest pay scale point be removed, a pay review would need to be undertaken. · It was hoped that the overspend position would improve during the year, as income forecasts had been set prudently. It was noted that the remaining pressures were demand-led. - Finance officers were working closely with Social Care management to ensure that demand pressures were accurately reflected. Members were advised that researchers had been appointed to consider future demand and improve forecasting. · The Head of Housing, Planning and Place advised that whilst pressures remained within the emergency housing budget, plans to transform the service had been developed. - It was noted that emergency housing was a demand-led budget, but there had been a 30% reduction in households in emergency accommodation and associated costs were reducing. - Some projects had been delayed, meaning anticipated savings had not been delivered on time, and there had also been a reduction in grant funding. However, the overall trend was downward, and it was anticipated that the full efficiencies would be delivered. - It was noted that Registered Social Landlords were assisting in responding to housing demand. (b) That the total Capital Programme of £112.241m and the first quarter capital outturn position for 2026/2027 be noted.
