RESOLVED: That the designation of Llandudno remains as prohibited streets for the purpose of street trading.
The Principal Trading Standards and Licensing Officer presented a report informing Members of an application requesting consideration be given to redesignating streets in Llandudno from Prohibited Streets to Consent Streets for the purposes of street trading. Members were reminded that, should they approve the application, further consultation would be required by way of Public Notices with residents within the immediate vicinity, Local Members, Llandudno Town Council, North Wales Police and Conwy’s Environment, Roads and Faciliteis (Highways). The applicant (Section Head – Conwy County Borough Council Events Management) was invited to speak in support of the application. In considering the application, discussion arose regarding the following: • That individual consideration be given to each street within the application following consultation. • Pride in Place funding had not been considered as the Pride in Place Board had not yet been established. • It was considered unclear at present, where the funding would be distributed, and that Conwy County Borough Council had no control over such funding. • Some of the streets named within the application were considered inappropriate. • The application failed to allow for regular trading such as weekly markets. • Consideration as to whether there was a demand was required. • Concerns were raised regarding the potential impact on the residential nature of the area. A proposal confirming the intention to change the designation of the requested areas from Prohibited streets to Consent streets (non-food retail) by means of appropriate statutory procedures and consultation was not seconded. RESOLVED: That the designation of Llandudno remains as prohibited streets for the purpose of street trading.

Members were required to determine an application for a hackney carriage drivers’ licence change (transfer) and to consider whether, considering the information presented, the license change should be granted. The Applicant was also present and addressed the Committee The Principal Trading Standards and Licensing Officer referred to the following: • The application was not a like for like change (license from 6 permitted passengers down to 4), therefore it was for Members to determine. • The applicant had been assured on a previous transfer that he would be able to revert to a 4-passenger license. • Records for change (transfer) went back 6 years or the life of the licence. The applicant had held a licence since 2015 and had all prior records available. • There were no current records held by Conwy County Borough Council showing the change, despite the applicant having held one continuous license. In considering the application, Members made reference to the following: • That it would need to be determined when the previous transfer was authorised, and by whom. • That if an error had occurred, there needed to be an opportunity to right it. • It was acknowledged that the applicant was able to provide paperwork and previous licences held in support of the application and previous decisions. • Further investigation was necessary. RESOLVED- That the item be deferred, to a date to be determined, to enable the applicant to bring forward any supporting evidence and for the Principal Trading Standards and Licensing Officer to also investigate further.
Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Caiff datganiadau eu darllen o'r cofnodion unwaith y byddan nhw wedi'u cyhoeddi.
