RESOLVED: That the minutes of the General Licensing Committee held on 27 October, 2025 be approved and signed as a correct record.
RESOLVED: That, a Private Hire Vehicle Licence (new application) not be granted on the grounds that the proposed vehicle did not meet Conwy’s Private Hire Vehicle Conditions of Licence, specifically “All vehicles must be under five years old from the date of the first registration. Note: In respect of the above item, Councillor Harry Saville declared a personal and prejudicial interest, due to a family association with the taxi operator and as a result, withdrew from the meeting whilst the application was being discussed and voted upon.
RESOLVED- That the Public and Press be excluded from the meeting under the provisions of Section 100A of the above Act during consideration of the following items as it involves the likely disclosure of exempt information as defined in paragraph 12 of Part 4 of Schedule 12A to the Act and that in all the relevant circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

Note: In the interest of transparency, Members were reminded of the dispensation Councillor Harry Saville was granted by the Standards Committee on 30.11.2025. Members were advised that, on this occasion, the dispensation did not apply as the agenda item did not relate to policy, and it was confirmed that Councillor Saville had no personal or prejudicial interest in this item, therefore Councillor Saville was able to take part in the debate and vote.

Members were required to determine an application for a Private Hire Vehicle Licence (new application) for a Ford Tourneo registered in 2019 (vehicle registration CP19 FHB) and consider whether, in light of the information presented, the application could be granted or refused. Discussion ensued regarding the following: • Application • Licence expiry date • Council’s Private Hire Licensing Conditions and specifically the Council’s Policy in relation to all vehicles having to be under five years old from the date of the first registration.
