Councillor Nia Owen, one of the Council’s representatives on the Eryri National Park Authority (ENPA), provided feedback on the work of the park over the past six months on the following matters:- · Cynllun Eryri (Management Plan) and Eryri’s Local Development Plan · Article 4 · Eryri National Park Young People’s Officer and the Nationl Park Young Ranger Scheme · Ffermio Bro – Sustainable Farming Scheme · Area Warden for Carneddau and Sychnant · Carneddau Landscapes Partnership · Betws y Coed Visitor Centre · Pont Pwll Llwyd Bridge · Dark Sky Project · Sustainable Visitor Economy Plan · Sustainable Landscapes Sustainable Places WG scheme 2025-27 In response to a query, Members were advised that there was ongoing work in relation to parking provision and public transport within the Eryri National Park area and feedback would be provided.

The Chief Executive took the opportunity to thank those who had been interviewed and attended the Performance Panel Assessment (PPA) sessions, which also included focus groups and partner organisations. Feedback from the PPA Chair from meeting staff was the appreciation that staff had for being part of Team Conwy. Members would be briefed on the outcomes and feedback from the PPA in due course.

RESOLVED- That the New Core Financials System End of Project report and project closure be approved.
The Cabinet Member for Finance and Strategic Planning sought approval for the New Core Financials System - End of Project Report and Project Closure. The Finance and Resources Overview and Scrutiny Committee considered the report on 20 October 2025 and requested that additional information be provided to Cabinet in respect of outcomes for schools prior to confirmation of the project closure, which had been included in Appendix 1. RESOLVED- That the New Core Financials System End of Project report and project closure be approved.

RESOLVED- (a) That the outline budgetary position for 2026/2027 ahead of the draft Local Government settlement be noted. (b) That the risks identified in section 7 within Appendix 1 of the report be noted and accepted.
The Cabinet Member for Finance and Strategic Planning requested that the outline budgetary position for 2026/20207 and the risks identified in Section 7 within Appendix 1 of the report be noted and accepted. The Finance and Resources Overview and Scrutiny Committee considered the report on 1 December 2025 and supported the recommendations. Discussion ensued as follows:- · Discussions were still ongoing with Welsh Government (WG) in relation to the settlement and it was hoped that this would result in the announcement of an improved financial settlement in January 2026. · Services were continuing to drive efficiencies. · In terms of input from Overview and Scrutiny, further reports on the budget would continue to be presented to the Finance and Resources Overview and Scrutiny Committee before a decision by Cabinet. · Further to the above, the Business Planning Framework set out the process for setting the budget. · The Budget Working Group would have the opportunity to review fees and charges put forward and the delivery of statutory services. The Cabinet Member for Culture, Leisure and Governance Services sought approval for the Performance Self-Assessment, April to September 2025. The Finance and Resources Overview and Scrutiny Committee considered the report on 1 December 2025 and supported the recommendations. The improved method of presenting the information was welcomed and it was hoped that future user participation would increase. The Cabinet Member for Housing, Regulatory and Audit sought approval for the content of the Information Governance Annual Report 2024/2025.
