Discussion ensued as follows:- · The Cabinet Member for Culture, Leisure and Governance Services, who was also the Local Member for Uwch Conwy and a Local Education Authority Governor for Ysgol Ysbyty Ifan, considered that the community should be given the opportunity to provide their comments on the future of the school via a consultation. · There should be an holistic approach to schools within rural areas, as there were concerns that the process of consultations relating to potential closures was damaging to the schools. · The cost per pupil for Ysgol Ysbyty Ifan was £15,000 compared to the Wales average of £5,000 per pupil. · The Head of Education advised that there was a statutory duty to review the school footprint and the Pupil Level Annual School Census (PLASC) return, which was undertaken in line with the Welsh Government Organisation Code. · When pupil numbers were decreasing and projected numbers were not healthy, there was a duty to undertake an information gathering exercise in order to make an informed decision, in line with WG guidance. · Assurance was provided that all due process had been undertaken and the consultation would be circulated to all stakeholders, with the feedback considered by the Education and Skills Overview and Scrutiny Committee before a decision by the Cabinet. In the absence of the Cabinet Member for Education, the Leader presented a report that sought approval to commence a consultation to consider the potential closure of Ysgol Betws-y-Coed. The Head of Education Services highlighted the main points that had been provided to the Governing Body of Capel Coed Elan Federation in relation to falling pupil numbers, requirements of the School Organisation Code in Wales and the rising cost per pupil, which had concluded with the Governing Body supporting a consultation for the possible closure of Ysgol Betws-y-Coed. The Education and Skills Overview and Scrutiny Committee considered the report on 4 November and requested that the report be deferred. Discussion ensued as follows:- · The Cabinet Member for Culture, Leisure and Governance Services, who was also a Local Education Authority Governor for Ysgol Betws-y-Coed, considered that the community should be given the opportunity to provide their comments on the future of the school via a consultation. · The resource implication for Ysgol Betws-y-Coed was £20,856 per pupil, which was the second highest cost for the whole of Wales. · The Local Member for Betws-y-Coed and Trefriw was not aware that the report was being presented and had not been consulted and, therefore, had not raised the issue with the school governors. As a result the Local Member had requested that the report be deferred in order to receive further information and clarity on the issues raised at the Education and Skills Overview and Scrutiny Committee in relation to the decision made by the Governing Body of Capel Coed Elan Federation in terms of the impartiality, as the decision was made by the 3 federalised schools, rather than Ysgol Betws-y-Coed. · Further to the above, there should be further information on the rising costs for other rural schools and the approach to rural school closures. · In response to the above, the Council went over and above in terms of consultation with an opportunity for stakeholders to provide their preferences. · It was important that the facts in relation to the cost and impact on education be included within the consultation. · Concern was raised that the consultation would have a detrimental impact on the future of the school, and it was hoped that the community voiced their concerns. · The feedback from the consultation would be presented to the Education and Skills Overview and Scrutiny Committee. RESOLVED- That the commencement of a consultation to consider the potential closure of Ysgol Betws-y-Coed be approved. Note: Councillor Dilwyn Roberts declared a personal interest in the above item, as he is a Local Education Authority (LEA) Governor for Ysgol Betws-y-Coed.
