The Cabinet Member for Finance and Strategic Planning requested that Cabinet support a number of recommendations to Council for approval in relation to Council Tax Premiums on Second and Long-Term Empty Homes. The Finance and Resources Overview and Scrutiny Committee considered the report on 6 October 2025 and supported the recommendations. Discussion ensued as follows: · There was a housing crisis across Wales and the premiums were one measure that the Welsh Government provided to tackle the issue. · There was currently an anomaly whereby visitors were staying in holiday homes/second homes and local residents, who had been made homeless, had been housed in hotels. · There was a range of support available for owners of long-term empty properties, including grants and loans, to bring those properties back into use for local people. · A Member of the Finance and Resources Overview and Scrutiny Committee considered that it was a blunt instrument to use against holiday home businesses and referred to the presentation by Mr Gary Pritchard, a holiday let business owner, at the Finance and Resources Overview and Scrutiny Committee in relation to the financial challenges facing holiday home-owners. · In relation to the above, the Cabinet Member advised that the Welsh Government was holding a consultation on the ‘proposals to refine the way in which the criteria used to classify self-catering properties for local tax purposes are applied’. The outcome of which would be reviewed in terms of any flexibility in the measures. RESOLVED- That Council approve the following: (a) Retain the current 150% Council Tax Premium for second homes for financial years 2026/2027 and 2027/2028.
